Then, Iran had to apply North Korea for missile technology. Saddam, who believed that he is greater Arab leader than Gaddafi and all of other Arab leaders, retaliated by breaking its diplomatic relations with Libya in 1985. China was the largest foreign arms supplier to Iran between 1980 and 1988. It mainly sold fighter aircraft, surface-to-air missiles, rocket launchers, tanks, and artillery. North Korea too, intermediated between Iran and the Eastern bloc in arms deals. The US estimated that more than 40% of Iran's annual $2 billion arms imports originated from North Korea. Much of the arms were purchased from China. Also, North Korea supplied Iran with its domestic arms and provided Iran with the proper technology to develop its own ballistic missiles. Saddam's crush of Iraqi communists had deteriorated Iraqi-Soviet relations. On the other hand, the SU saw Iran's hostility against the US and hoped to influence Iran through communist Tudeh Party.
