This document is a draft Comprehensive Conservation Plan and draft Environmental Assessment (CCP/EA) for Jarvis Island National Wildlife Refuge (Jarvis). Once finalized, the CCP would guide management of refuge operations, site visitation, and habitat restoration for the 15-year life of the plan. Guidance within the CCP would be in the form of goals, objectives, strategies (Chapter 1.7 and 2.6), and wilderness study findings (Appendix F). The CCP will be accompanied by an appropriate NEPA document. The final CCP will be revised as appropriate based upon public comments. The proposed action can be one of the alternatives in this draft CCP/EA, a combination of the identified alternatives, or a new alternative derived from substantive public comment. This draft CCP/EA evaluates and compares four alternatives containing programs for habitat management and restoration, ecological monitoring and research, and environmental education. It also identifies the effects of restoration and visitor use on key physical, biological, social, and cultural resources. The refuge manager of the Pacific Remote Islands National Wildlife Refuge Complex (Remotes Complex) in Honolulu, Hawaii, is responsible for implementing the approved CCP.
