Today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs. Public-private partnerships are one means to help entrepreneurs bring new ideas to market. The Small Business Technology Transfer (STTR) and the Small Business Innovation Research (SBIR) program form one of the largest examples of U.S. public-private partnerships. In the SBIR Reauthorization Act of 2000, Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs and with recommending further improvements to the program. When reauthorizing the SBIR and STTR programs in 2011, Congress expanded the study mandate to include a review of the STTR program. This report builds on the methodology and outcomes from the previous review of SBIR and assesses the STTR program.

Science and Technology of Fruit Wine Production includes introductory chapters on the production of wine from fruits other than grapes, including their composition, chemistry, role, quality of raw material, medicinal values, quality factors, bioreactor technology, production, optimization, standardization, preservation, and evaluation of different wines, specialty wines, and brandies. Most wines are produced from grapes throughout the world, however, fruits other than grapes, including apple, plum, peach, pear, berries, cherries, currants, apricot, and many others can also be profitably utilized in the production of wines. The major problems in wine production, however, arise from the difficulty in extracting the sugar from the pulp of some of the fruits, or finding that the juices obtained lack in the requisite sugar contents, have higher acidity, more anthocyanins, or have poor fermentability. This report explores the main reasons behind the unreliable supply of Technetium-99m (Tc-99m) in health-care systems and policy options to address the issue. Tc-99m is used in 85% of nuclear medicine diagnostic scans performed worldwide – around 30 million patient examinations every year. These scans allow diagnoses of diseases in many parts of the human body, including the skeleton, heart and circulatory system, and the brain. Medical isotopes are subject to radioactive decay and have to be delivered just-in-time through a complex supply chain. However, ageing production facilities and a lack of investment have made the supply of Tc-99m unreliable. This report analyses the use and substitutability of Tc-99m in health care, health-care provider payment mechanisms for scans, and the structure of the supply chain. It concludes that the main reasons for unreliable supply are that production is not economically viable and that the structure of the supply chain prevents producers from charging prices that reflect the full costs of production and supply.

This work takes a critical look at the current concept of isotopic landscapes ("isoscapes") in bioarchaeology and its application in future research. It specifically addresses the research potential of cremated finds, a somewhat neglected bioarchaeological substrate, resulting primarily from the inherent osteological challenges and complex mineralogy associated with it. In addition, for the first time data mining methods are applied. The chapters are the outcome of an international workshop sponsored by the German Science Foundation and the Centre of Advanced Studies at the Ludwig-Maximilian-University in Munich. Isotopic landscapes are indispensable tracers for the monitoring of the flow of matter through geo/ecological systems since they comprise existing temporally and spatially defined stable isotopic patterns found in geological and ecological samples. Analyses of stable isotopes of the elements nitrogen, carbon, oxygen, strontium, and lead are routinely utilized in bioarchaeology to reconstruct biodiversity, palaeodiet, palaeoecology, palaeoclimate, migration and trade. The interpretive power of stable isotopic ratios depends not only on firm, testable hypotheses, but most importantly on the cooperative networking of scientists from both natural and social sciences. Application of multi-isotopic tracers generates isotopic patterns with multiple dimensions, which accurately characterize a find, but can only be interpreted by use of modern data mining methods.
