Over the past three decades the globalization in agri-food sector has been accompanied by a dramatic restructuring, liberalization and privatization of markets often with serious adverse consequences for small farmers in developing and transition countries. Consequently, governments and the international donor community have markedly shifted their development policies from traditional technology transfer approaches towards more market-driven approaches of linking farmers to markets. The international agricultural development literature has begun exploring the appropriate structure of third-party facilitated institutions and enforcement mechanisms to support linking small farmers to markets. Based upon a series of long-term qualitative and quantitative analyses of the instrumental case of USDA Marketing Assistance Project in Armenia, we use a grounded theory approach to develop a dual strategic model for the establishment of sustainable third party facilitated market linkages between producers and processors. Our results and model indicate that if donors pursue a dual strategy of concurrent facilitation of private enforcement on the processing level and institutional arrangement on the producer level in the design and implementation of third-party market linkage programs, they are likely to achieve higher program impact, improved trust among channel participants, and long-run economic sustainability of market linkages. -- Market Linkages ; Small Farmers ; Institutions ; Governance ; Enforcement ; Armenia

This book provides a better understanding of the changing roles of non-governmental organizations (NGOs) in promoting sustainability of small and medium-sized enterprises (SMEs) in Peru. The book focuses on the domains of organic production, business social responsibility and sustainable production. The innovative study uses a combination of network and discourse analyses to identify the main patterns and shifts in the roles of NGOs in order to deal with sustainability and the market. Two major contemporary sociological theories - ecological modernization theory and network society theory - are applied to frame the analysis. The in-depth analysis of international networks of NGOs operating in Peru provide valuable inputs in terms of changes in network and discourse patterns, and consequently, changing roles for NGOs. Remarkably, social movement, liberal market and sustainability viewpoints are generating new networks and new discourses, with a prominent position of national and international NGOs vis-à-vis SMEs, and in absence of the national state. Next to the usual 'watchdog' roles, NGOs are developing roles of 'helper' in order to answer to the market needs of SMEs. The analyses challenges Castells scheme of space of flows versus space of place and suggests considering in ecological modernization theory both ecological rationality and social rationality in order to advance environmental governance of SMEs in developing countries, particularly in Latin America.

As increased attention is now being given to US-China and Pacific Rim relations, Memoirs of a Trade Facilitator stitches together real-life practices, skills, and experiences to pull back the domestic and foreign cultural trade curtain. Memoirs of a Trade Facilitator reflects the author’s belief that life is meant to be lived to its fullest. The book describes coincidental meetings, subsequent treks overseas, and cultural knowledge gained during his Pacific Rim tenure. A network of friendships, opportunities, and potential business ventures became accessible as the author’s personal relationships expanded. Unknown was the fact that his “trade certification” was a double-edged sword. He was often called a “foreign agent” involved in “industrial espionage.” However, both sides used his insight for their own competitive advantage. The author looks back on this once-in-a-lifetime experience, filled with exciting, energetic personalities, central at times to the inner workings of quasi-public/private entrepreneurship. While even today, the author’s recollection may seem incredible.

The book studies emergence and consolidation of voluntary sustainability standards (VSS); private standards defining sustainability-related product features. The book takes stock of their success and their potential in mediating between economic and non-economic concerns of global production. Despite their private and voluntary nature, VSS generate profound consequences for the producers seeking certification, for the consumers purchasing certified products, and for others affected by their standards. VSS are used by public authorities in the EU as a functional complement to public measures regulating global value chains. At this juncture of market proliferation and public use of private regimes, this book studies how public authority can control, coordinate and review VSS. It studies how the regulation of VSS could unfold through substantive and procedural legal requirements in the domain of European Union law and World Trade Organisation law, as well as through the incentives offered by VSS employment in public measures.
