Iran is facing a serious water scarcity and the Government of Iran is trying to implement technical and institutional measures to meet the challenge. One of the key strategies being persuaded by the Iranian authorities is the devolution of management responsibility to users. Thus, irrigation management transfer (IMT) has been adopted as a key strategy to improve the operation and maintenance, and thereby reduce losses, and enhance the sustainability of irrigation infrastructure. However, IMT efforts are at an inception stage and are largely happening in areas where infrastructure is under rehabilitation. The key objective of this paper, thus, was to review the ongoing IMT efforts in the two provinces of Iran, as well as the lessons from the neighboring countries, and propose a viable framework for implementing IMT. To get the first hand information of the IMT activities in Iran, field visits were carried out in the provinces of Qazvin and Kermanshah where two big pilot projects are being carried out. For comparative analysis of the IMT situation in neighboring countries, a comprehensive review of experiences in Sri Lanka, India, Pakistan, Turkey and Central Asia was carried out through literature survey. Based on the synthesis of lessons from this exercise, the paper proposes a framework for irrigation management transfer in Iran.

This book is open access under a CC BY-NC-ND license. This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.

The present water report is the final product emanating from efforts by FAO, IWMI and others to document and understand the implications of the irrigation sector embarking on a wide reform process. It is intended to be a knowledge synthesis document that captures the global experiences emerging from a wide-reaching process targeting the reform of the irrigation sector. This study indicates that irrigation management transfer (IMT) is an approach for irrigation sector reform with the potential to improve the sustainability of irrigation systems. The process requires inter alia strong political commitment, negotiations among stakeholders, and long-term capacity development. Irrigation management transfer should not be seen as a process that has a clear "beginning" and "end". While the former can be more easily identified, the latter is much more difficult to determine. In fact, IMT can be the initial stage of an evolving long reform process. In many countries irrigated agriculture consumes a large proportion of the available water resources, often over 70% of the total. These notes present the impressions gathered by a team of Indian and Pakistani economists on contemporary issues in irrigation management in these two countries. The authors suggest that the two countries can learn important lessons by comparing notes on several issues: [a] what would work best in ensuring equitable access to irrigation - physical rehabilitation being tried out in Pakistan Punjab with the help of the army under the military rule offers interesting possibilities in terms of scale and impact as does the Andhra Pradesh model of irrigation reform, [b] the experience in both countries so far defies the uncritically accepted premise that under farmer-management, irrigation systems will be more equitable, [c] why farmers in Pakistan Punjab have to use 16-20 horsepower (hp) diesel engines to pump groundwater from 25-40 feet while north Indian farmers have been doing the same with 5 hp engines--if it is because of compulsion of habit, appropriate policies can save Pakistan substantial diesel fuel per year, [d] India needs to ask why diesel engines in Lahore cost only 40-50 percent of the retail price they command in Lucknow or Ludhiana--we suggest allowing free imports of Chinese pumps will do away with the need for pump subsidies that keep diesel engines over-priced in India, [e] both Pakistan and India need to pay serious attention to promoting simple pump modifications that can increase fuel efficiency of their pumps by 40-70 percent, [f] India and Pakistan need to compare notes on their rich experience of electricity pricing policies to achieve viability of electricity supply to farmers and to achieve important goals of groundwater management and policy.
