In Dec. 2008, the FBI implemented a new DIOG, which described the procedures its employees must follow when conducting domestic investigations. The FBI implemented comprehensive training on the DIOG for approx. 20,000 FBI agents, analysts, and technicians. These employees were required to complete 16.5 hours of live classroom-style training. Moreover, after taking this training, the employees had to take and pass a written, computerized 51-question exam concerning the DIOG. Because of the concerns that there may have been widespread assistance given during the exam, in January 2010 this investigation was begun related to the DIOG exam. The Domestic Investigations and Operations Guide (DIOG) applies to all investigative activities and intelligence collection activities conducted by the FBI within the United States, in the United States telTitories, or outside the telTitories of all countries. This policy document does not apply to investigative and intelligence collection activities of the FBI in foreign countries ... The purpose of the DIOG is to standardize policies so that criminal, national security, and foreign intelligence investigative activities are consistently and unifornlly accomplished whenever possible (e.g., same approval, opening/closing, notification, and reporting requirements ). The criminal investigation process in municipal and county police departments was studied by survey, interviews and observations, and special data collection. Investigators spend about 7% of their time on activities that lead to solving crimes. Case solutions reflect activities of patrol officers, members of the public, and routine clerical processing more than investigative techniques. Nearly half of investigators' case-related activities are devoted to post-arrest processing; these activities are inadequately responsive to the needs of prosecutors. Collecting physical evidence at crime scenes does not help solve crimes unless evidence processing capabilities are adequate. Policy implications are discussed. (Author).
