Seminar paper from the year 2012 in the subject Politics - Topic: European Union, grade: 1.3, Humboldt-University of Berlin, language: English, abstract: The aim of this essay is it to move beyond pure evaluations of the EUSF’s efficiency and viability and to target its social dimension. The argument elaborated here is that natural hazard insurance mechanisms on the European level effectively complement national ones and that this cannot be fully explained with rational behaviour. The EUSF might be a test case for inter-European solidarity transfer payments irrespective of rational cost-benefit calculations, though it seems to share most attributes with the EU Cohesion and Regional Policy. For decades, European unification has been illustrated ordinarily as a mere economic integration process that lacks a complementary political dimension, let alone a social one. Even more in times of the current sovereign debt crisis that continuingly bears the potential to threaten both the stability and competitiveness of a series of market economies, the European Union (EU) is expected to succeed or fail with its common Eurozone currency, the Euro. It’s the economy, stupid!, one might say. Yet, while national governments and European policy-makers incessantly discuss about adequate ways of political steering of shattered European financial regulations, the EU has over the years installed institutions and mechanisms that shall strengthen and deepen the European project, but have only reluctantly gained academic and public attention. Much has been already written about the EU regional policy and structural funding through the European Regional Development Fund (ERDF) and the European Social Fund (ESF) as attempts to improve social cohesion within Europe. Another institutionalised form of intra-European solidarity, in contrast, remains overall a blind spot in academic literature although its name is a clear avowal to European solidarity: the European Union Solidarity Fund (EUSF). It will be addressed here and tested a long a variety of variables to evaluate whether we can speak of a Europeanisation of solidarity mechanisms within the Community. The following subquestions will be raised: Which calculus does the European Union Solidarity Fund follow? Is it purely rationally or rather normatively motivated? Can the EUSF be considered an institution of inter-European solidarity? And if yes, who demonstrates solidarity with whom?

This is the Final Report of the Ex Post Evaluation of the European Union Solidarity Fund (EUSF) 2002-2016. It describes the aims and operation of the Fund, its evolution over time, and it provides answers to a series of evaluation questions concerning its effectiveness, efficiency, relevance, coherence and added value for the EU. In addition, it assesses evaluation questions relating to the contribution of the EUSF to solidarity in the EU. The study presents the results of empirical work drawing on in-depth examination of documentation of all the applications to the EUSF from its inception in 2002 up to the end of 2016, fieldwork research for case studies of seven EUSF interventions and empirical investigation of the synergies of the Fund with other EU and domestic intervention for disaster risk prevention and management. The evaluation finds that the EUSF achieves its core aim of expressing the EU's solidarity towards countries affected by severe natural disasters, but it is less obvious that it succeeds in the political aim of demonstrating the value of the EU for beneficiaries. The study assesses in detail the performance of the EUSF, drawing a series of conclusions and making recommendations for the future of the Fund.

This in-depth analysis looks at the results obtained from EU budget resources dedicated to the EU Solidarity Fund (EUSF), and the role of the European Parliament in making such resources available. So far, in 56 cases, 23 member states have benefited from EUSF grants amounting to EUR 3,7 billion. The Solidarity Fund provides assistance to member states or accession countries whose regions are affected by major natural disasters e.g. floods, fires, storms, drought, earthquakes, etc., with serious effects on the living conditions of the citizens of the affected regions.

This report provides an overview of the case studies conducted under Task 3 of the Ex Post Evaluation of the European Union Solidarity Fund and constitutes part of the fourth deliverable of the evaluation. The report presents a synthesis of the findings of the case studies relating to EUSF interventions in response to: - forest fires in the regions of Attica, Continental Greece, Peloponnese and Western Greece in August 2007 (case 50) ; - floods and landslides in Madeira (Portugal) in February 2010 (case 72); - earthquakes in the regions of Emilia-Romagna, Lombardia and Veneto (Italy) in May 2012 (case 91); - floods in the regions of Lower Austria, Upper Austria, Vienna, Salzburg, Styria, Tyrol and Vorarlberg in May and June 2013 (case 102); -flooding in multiple regions (Serbia) in May 2014 (case 112); - floods in the region of South-West Oltenia (Romania) in July and August 2014 (case 115); and - severe weather conditions in Bulgaria, 30 January to 4 February 2015 (case 120). The aim of the case studies is to analyse the implementation and performance of the EUSF as a contribution to understanding the effectiveness, efficiency, relevance, added value and solidarity of the EU funding. For each of the interventions, the case studies have a common structure setting out the context for the EUSF support and a brief overview of the intervention. They then examine the experience of implementation, the factors influencing implementation, the relevance of EUSF, the administrative burdens and costs associated with the intervention, the achievements and added value of the EUSF support and the lessons learned. The case studies were carried out by National Experts according to guidance drafted by the EPRC Core Team (and agreed with DG Regio) and subsequently edited and revised by the Core Team.

The aim of the case study is to analyse the implementation and performance of the EUSF as a contribution to understanding the effectiveness, efficiency, relevance, added value and solidarity of the EU funding. The report sets out the context for the EUSF support and a brief overview of the intervention. It then examines the experience of implementation, the factors influencing implementation, the relevance of EUSF, the administrative burdens and costs associated with the intervention, the achievements and added value of the EUSF support and the lessons learned. An annex provides details on the methodology, data sources and interviews covered for the preparation of the report.

This report contains the final report of the media survey under Task 3 of the Ex Post Evaluation of the European Union Solidarity Fund (EUSF) and constitutes the part of the fourth deliverable of the evaluation. The report presents the analysis undertaken of the media coverage for the seven case studies selected for assessment. It takes account of comments received from the Steering Group for the study on the draft report of the media survey. The aim of the task has been to survey media reporting of seven EUSF case studies. Apart from the broader objective of analysing the public and political image of the EUSF as represented in the mass media, specific dimensions of the evaluation framework are of particular interest. These include questions related to the effectiveness, relevance, coherence and solidarity aspects of the EUSF in general. To address the research goals, a media survey tool was developed and deployed in each of the seven cases with the aim of identifying relevant documents (i.e. media articles related to the EUSF). Having identified the subset of relevant EUSF-related documents, the next step was to analyse the content based on a framing conceptualisation that involves a valence/sentiment analysis (i.e., positive, neutral or negative frames) of the relevant media articles. This allows for a cross-country comparative analysis of the frames and sentiment that emerged in the sample of articles identified. This report begins with the broader conceptualisation that has informed the empirical analysis before moving on to explain the methodology involved. The results of the data collection effort are then presented, followed by an analytical summary for each of the seven cases. The comparative analysis then draws out some of the commonalities (and differences) across the cases. The last section concludes with an overall discussion.
