Rapid growth in the economies of developing countries in recent years has led to an increase in incomes which is reflected in higher living standards. This goes hand in hand with an increase in consumption of electricity, petrol, coal, natural gas and other fuels. The dilemma of maintaining competitive energy prices in order to encourage economic growth on one hand, and on the other hand of generating energy in an environmentally friendly way is a global concern. This dilemma plays a key role in South Africa especially.1The major energy producer, ESKOM Holdings, privatized 30% of its generating capacety in 2002 and is now caught in the triangle of providing its customers cheap electricity, in an environmentally responsible way and at the same time creating profits for its investors as well as the government. The above mentioned three interests are often in conflic with each other. The aim of this research paper is to investigate how ESKOM will address pressing issues of satisfying the described conflicts. First, I will give a general introduction into the particularities of the energy sector, which is followed by a brief description of ESKOM. This includes an overview how electricity is currently generated in South Africa. Additionally I will critically assess ESKOM’s research projects. In the second part, I will give examples for environmentally sustainable energy production. In the concluding part I will give my outlook as to how the triangle of conflicts can possibly be addressed. Right at the onset I would like to pint out that a further assessment on the effects of ESKOMs additional stake holders cannot be undertaken in this paper, since this should be addressed with the focus on private households which probably have to face higher energy costs due to an increase of profitability demands. As the Business Day analyzes regarding the para statal ownership dilemma: “It has become apparent since Alee Erwin was appointed Public Enterprises Minister in April that the state's biggest assets are in crisis....The issue of whether state-owned entities are privatized or not is really irrelevant. But those which operate in a business environment need to operate as tough, smart businesses.”

Sub-Saharan Africa (SSA) was recently ranked the worst in the world in terms of electricity- access and supply. The region which has population of about 936.1 million 48% of the total population lack access to electricity. This makes the performance of the power sector in the region far below expectations. Thus, fulfilling the economic and social promise of the region, and Africa, depends on the ability of government and private to develop the electricity capacity, as the region is incredibly rich in potential power-generation capacity with 1.2 of base-load potential terawatts of capacity (excluding solar); including solar, there is more than a staggering 10terawatts of potential capacity. In essence, SSA countries embarked on massive power industry reforms during the last two decades, the effort which attracted investment from private sector and increased fuel-supply options for power generation. One of the areas that received significant attention is electricity pricing, which is a critical mechanism towards the performance and stability of power sector. This study examined the impact of the recent electricity pricing reforms on the performance of power sector in Sub-Saharan Africa. Correlational research design was employed in a cross-section of 27 sub-Saharan countries for a period of five years (2009-2013). Panel regression technique of data analysis was used and the study after controlling for equity and electricity cost recovery found that residential tariff, residential low-income tariff and price affordability have significant impact on the performance of power sector in the region. The study on the other hand found after controlling the effect of equity and recovery of costs that non-residential commercial tariff and non-residential industrial tariff have an insignificant impact on the performance of power sector in the Sub-Saharan Africa. The study recommends that, governments, policy makers and other stakeholders in the power sector of Sub-Saharan Africa should initialize a process to review the existing electricity pricing system in the sub region. The proposed pricing system should reflect affordability, equity and cost recovery.

Attracting private investment and delivery of services to the poor majority are priority goals for reforming and regulating the power sector in Sub-Saharan Africa. The licensing process and the tariff regime are important determinants of new investment in the electricity industry. For the licensing process to attract private investors, the procedures must be clear and must function efficiently and transparently, while the tariff regime must reflect actual costs. This book examines the extent to which the twin goals of attracting investment and providing energy to the poor are addressed by the existing legal and regulatory framework. By studying six countries in the east and southern African region, some helpful lessons worth sharing with other African countries are learned.
