More than 150 countries are now Party to the United Nations Framework Convention on Climate Change (FCCC), which seeks to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous human interference with the global climate system. Climate change country studies are a significant step for developing countries and countries with economies in transition to meet their national reporting commitments to the FCCC. These studies also provide the basis for preparation of National Climate Change Action Plans and implementation of technologies and practices which reduce greenhouse gas emissions or enhance carbon sinks. The broad goals of the workshop were to: (1) present results of country study mitigation assessments, (2) identify promising no-regrets greenhouse gas mitigation options in land-use and energy sectors, (3) share information on development of mitigation technologies and measures which contribute to improved National Climate Change Actions Plans, and (4) begin the process of synthesizing mitigation assessments for use by FCCC subsidiary bodies. The 59 papers are arranged into the following topical sections: (1) national mitigation assessments, technology priorities, and measures; (2) sector-specific mitigation assessment results, subdivided further into: energy sector; non-energy sector; renewable energy; energy efficiency in industry and buildings; transportation; electricity supply; forestry; and methane mitigation; (3) support for mitigation technologies and measures; and (4) activities implemented jointly. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

These proceedings contain 270 papers outlining ideas and contributions to the new scientific, technical and political discipline of Greenhouse Gas (GHG) Control. The contributions were presented at the 4th International Conference on Greenhouse Gas Control Technologies (GHGT-4). It was the largest gathering of experts active in this new and fast-developing field.GHGT-4 was different from its predecessors in that it included all greenhouse gases, not only CO2, and all issues which could contribute to the mitigation of the greenhouse problem - technical, economic and political. The main focus was on practical solutions and real demonstrations of mitigation technology being planned and implemented today. It also addressed ways to increase the efficiency of power production and utilisation, and looked at proposals to encourage the development of renewable energy sources.During the Opening Session, 10 keynote addresses were heard from prominent personalities in government, industry and academia. To tackle this very inter-disciplinary problem and to achieve acceptable solutions, it is essential for industry and government to initiate intense dialogue and cooperation. Conferences like this can provide the opportunity for a meeting of minds between engineers and politicians in the face of global challenge. The primary attributes of this global challenge are manifold: the problem is global and international; it is inter-disciplinary, both in substance and approach; it covers technical, political and economic issues and involves government, science, industry and academia; it is complex and non-linear; and it will take the efforts of all parties involved to solve the problem.These proceedings contain ideas for starting demonstration projects and for making better use of the power and flexibility of market measures. This book describes guidelines prepared by the U.S. Country Studies Program for the evaluation of options to mitigate greenhouse gas emissions. The U.S. Country Studies Program developed these guidelines in collaboration with Lawrence Berkeley National Laboratory to provide developing countries and countries with economies in transition with reference materials for national mitigation assessments. Over 50 countries participating in the program have used the guidelines, which have been refined to reflect their comments. The guidelines delineate a step-wise methodology for evaluating greenhouse gas mitigation options for the energy and non-energy sectors and describe the applications of common analytical tools. The U.S. Country Studies Program uses these guidelines in conjunction with intensive training workshops and follow up technical assistance during the lifetime of each country's study. The program uses similar reference materials to assist counties with their greenhouse gas emission inventories and evaluations of climate change vulnerability and adaptive responses. These guidelines serve three purposes: to assist countries in making decisions about the scope and methodology for mitigation assessments; to provide countries with guidance and step-by-step instructions on each element of a mitigation assessment; and to help countries determine which analytical tools are best suited to their needs and describe procedures for applying these tools. This book describes the application of the most common and readily available methods and analytical tools. Countries are encouraged, where appropriate, to use their own methods.

Many economic models exist to estimate the cost and effectiveness of different policies for reducing greenhouse gas (GHG) emissions. Some approaches incorporate rich technological detail, others emphasize the aggregate behavior of the economy and energy system, and some focus on impacts for specific sectors. Understandably, different approaches may be better positioned to provide particular types of information and may yield differing results, at times rendering decisions on future climate change emissions and research and development (R&D) policy difficult. Reliable estimates of the costs and benefits to the U.S. economy for various emissions reduction and adaptation strategies are critical to federal climate change R&D portfolio planning and investment decisions. At the request of the U.S. Department of Energy (DOE), the National Academies organized a workshop to consider these issues. The workshop, summarized in this volume, comprised three dimensions: policy, analysis, and economics. Discussions along these dimensions were meant to lead to constructive identification of gaps and opportunities. The workshop focused on (1) policymakers' informational needs; (2) models and other analytic approaches to meet these needs; (3) important economic considerations, including equity and discounting; and (4) opportunities to enhance analytical capabilities and better inform policy.
