Excerpt from International Relations The relations of nations and Of people to each other are de termined by the sum total of human progress and of the ideals which lead men to happier lives and more useful activities. In the march of civilization law-makers of necessity follow rather than lead. The great inventions which arouse the imagination are the pioneers. The mariner's compass pointed the way over the unknown seas and gave assurance that whatever course was taken might be retraced. To it and the spirit of adventure it aroused the world owes the conversion of the ocean from an impassable barrier, separating the continents into different worlds, to a great universal thoroughfare connecting every port of every land with every other port. Following the dis covery of America and the settlement of Europeans along its coasts came colonial problems to the statesmen of Europe and the necessity of changing their theories of rulership by arbi trary force for a system affording the people of the colonies some measure of liberty in the regulation of their affairs. With no means of communication between the two continents but sailing vessels, there was such partial isolation as induced the growth of new customs, modes of life and ideas of social te lations. In time these became so distinct and firmly established that the colonists would not submit to the ill-advised measures of the governments of the parent countries. The result was political separation and the organization in the western hemi sphere oi republican governments now numbering twenty-one. Excerpt from Retrospect and Prospect: Studies in International Relations, Naval and Political In their main features, the following essays are in direct sequence to those of the author's previous volumes, "The Interest of America in Sea Power," and "The Problem of Asia." The title article, Retrospect and Prospect, in its scope serves as a connecting link between the present and their predecessors; indicating the continuity of interest and gradual development of the several subjects dealt with. As the future has passed into the present, it has brought with it the unfolding of inevitable policy, evolving fresh problems, that are in essence only new phases of a steady progression, which in its course is making history. As has hitherto usually been the case, the articles in this book for the most part have been written, not of the author's own initiative, but in response to the request of editors. Excerpt from Diplomacy and the Study of International Relations The conduct of foreign policy affects no people more vitally than the British. The nature of their constitutional system and the magnitude and complexity of the interests ultimately entrusted to their determination invest the electorate with special privileges and a special responsibility. The actual conduct of foreign policy must be committed to the hands of a few. But it is now clear to many who had given little thought to the matter before 1914 that there are grave dangers in keeping the bulk of the electorate uninstructed regarding the general characterand the imperious demands of our foreign connexions. Sir John Seeley drew attention 1 to the comparative neglect with which British historians of Britain had treated her foreign policy, and in a section of the present work 2 it is pointed out that writers on our constitution and on our political problems have treated very slightly of the manner of conducting the foreign policy of this country. Excerpt from European International Relations Whether as regards the number of men engaged in it, or the destructive power of the weapons employed, or the variety and extent of the interests affected by it, the war which is now being waged in Europe is greater by far than any hitherto recorded in the annals of mankind. Its immediate cause was the murder of the Archduke of Austria at Serajevo. But this crime is in itself no explanation of its origin; and whatever may be its issues, they will not be concerned with the punishment of the deed of June the 28th. Its real cause lies deeper, and will be found, not in any single isolated event, but in a connected series of events, whose inner meaning has been revealed to us by the war itself, and by the circumstances that attended its actual outbreak.
