Excerpt from International Labor Conference: First Annual Meeting, October 29, 1919 November 29, 1919 It will be remembered that by the terms of the annex the convocation and the organization ofthe first meeting were to be undertaken by the American Government if it accepted this function. The American Government was to be assisted, as far as the preparation of documents was concerned, by an international commission called the international organizing committee. It will be remembered also that on August 11, 1919, a dispatch from the Department of State of the United States of America, addressed to the American Embassy at London and to the various Governments interested, was worded as follows (i quote the terms of the dispatch addressed to London and transmitted to Paris.
