This volume discusses theoretical and empirical issues concerning international interpersonal friendships and the influence of society and culture in the different contexts in which these friendships may be found, particularly in international migration and international education. Advances in communication technology and new social and economic scenarios have enabled closer contact between people from different countries and cultures. Beyond theoretical issues, empirical data on international friendships involving Latin American countries or citizens are included here, in themes such as international migration and international education. The Latin America population is expected to reach 625 million inhabitants by 2016, according to the Economic Commission for Latin America and the Caribbean. How do countries form reputations? Do these reputations affect interstate politics in the global arena? Reputations abound in world politics, but we know little about how state reputations form and how they evolve over time. We frequently use words like trust, credibility, resolve, integrity, risk, known commodity, and brand, to name a few, overlapping with reputation like a Venn diagram. As a result, the concept of reputation often gets stretched or diluted, weakening our ability to ascertain its role in cooperation and conflict. In this book, Crescenzi develops a theory of reputation dynamics to help identify when reputations form in ways that affect world politics, both in the realms of international conflict and cooperation. A reputation for honoring one's obligations in a treaty, for example, can make a state a more attractive ally. A reputation for war and conflict can trigger more of the same, leading to a cycle of violence that exacerbates security challenges. While these processes of cooperation and conflict seem distinct, they are linked by a common use of the information held in each state's reputation. In each case, states use reputational information in an attempt to resolve the uncertainty they face when crafting foreign policy decisions. With this theory in place, Crescenzi uses a blend of historical and empirical analysis to convince the reader that reputations do indeed matter in world politics. Moreover, we are able to identify patterns of reputation's influence in international relations. He demonstrates that over time and across the globe, reputations for conflict exacerbate crises while reputations for cooperation and reliability make future cooperation more likely.

In the history of Western thought, friendship's relationship to politics is checkered. Friendship was seen as key to understanding political life in the ancient world, but it was then ignored for centuries. Today, friendship has again become a desirable framework for political interaction. In Friendship Reconsidered, P. E. Digeser contends that our rich and varied practices of friendship multiply and moderate connections to politics. Along the way, she sets forth a series of ideals that appreciates friendship's many forms and its dynamic relationship to individuality, citizenship, political and legal institutions, and international relations. Digeser argues that, as a set of practices bearing a family resemblance to one another, friendship calls our attention to the importance of norms of friendly action and the mutual recognition of motive. Focusing on these attributes clarifies the place of self-interest and duty in friendship and points to its compatibility with the pursuit of individuality. She shows how friendship can provide islands of stability in a sea of citizen-strangers and, in a delegitimized political environment, a bridge between differences. She also explores how political and legal institutions can both undermine and promote friendship. Digeser then looks to the positive potential of international friendships, in which states mutually strive to protect the just character of one another's institutions and policies. Friendship's repertoire of motives and manifestations complicates its relationship to politics, Digeser concludes, but it can help us realize the limits and possibilities for generating new opportunities for cooperation.

Can something as simple as friendship have a transformative impact in a divided world? "Facebook Friendship Groups as a Space for Peace" provides new ways of thinking about the concept of friendship in international relations by drawing upon Aristotle’s ancient insights on sociability and reconceptualizing them for modern international relations. This book explores how citizens can be engaged in public diplomacy through everyday interactions in Facebook friendship groups which allows them to promote understanding and reframe identity narratives. This book provides rich-in-demand empirical insights from citizens in the global south about the ways that social media friendship groups can be used to facilitate positive relations between citizens from countries that have a history of conflict. It also provides important insights for state leaders on the kinds of citizen initiatives that are seen as most useful in promoting positive images among foreign peoples. However, it challenges much of the notion that citizen initiatives will improve foreign public views of a state’s foreign policy, especially when those foreign policy priorities negatively affect citizens directly, like former President Donald Trump’s travel ban. Negative foreign policy initiatives cause distrust and once that is broken, it is difficult to rebuild absent changing the foreign policy. This book shows that conflict is deeply contextual, and as such public diplomacy initiatives must also be designed in such a way to address the unique challenges that exist between countries. Social media friendship groups can be a place to start to promote understanding, dispel stereotypes and reframe enemy narratives, which are essential to long-term positive relations.
