This 192 page report describes the experiences of the Rural Connection Program (RCP), an attempt to link existing rural public transportation services with those of intercity carriers. The study includes data gathered from 36 of the rural systems participating in the program, and detailed case studies of four systems among these. The RCP has not proven to be a big generator of revenue for the participating systems, and only five systems reported more than 150 riders over the course of the program. There is some evidence that local resources and expertise for marketing may be particular limiting factors on the arrangements. The report should be especially interesting to operators of rural transportation services.

Except for regional bus firms, Greyhound Lines, Inc., is the only remaining nationwide provider of scheduled, regular-route intercity bus service, and it filed for bankruptcy protection in June 1990. This event climaxed decades of industry decline, which the Congress had hoped to reverse by passing the Bus Regulatory Reform Act of 1982. The General Accounting Office (GAO) was asked to (1) assess the magnitude and causes of the industry's decline since 1982, (2) identify the social and economic implications of this decline, (3) examine state programs that support intercity bus service, and (4) identify policy strategies for the Department of Transportation (DOT) to consider as it develops guidelines to address intercity bus needs.

This report presents results of research conducted under Transit Cooperative Research Program (TCRP) Project B-21, "Effective Approaches to Meeting Rural Intercity Bus Transportation Needs." The project identified strategies for initiating, preserving, and enhancing effective rural intercity bus transportation. To identify recent projects and to identify barriers or issues affecting implementation, the research effort included surveys of state rural transit program managers, state rail program managers, and intercity bus carriers. The report includes three parts. Part I contains a review of recent developments affecting the intercity bus industry, an overview of potential funding sources, and a review of barriers to implementation of rural intercity projects. Part II provides strategies for rural intercity service improvements, including methods of identifying intercity carriers and services, planning, program development, operating assistance, capital assistance, marketing assistance, and combining approaches. Each strategy is described, and implementation examples are presented. Part III presents 50 project descriptions based on additional survey interviews with project contacts.
