The need for an integrated management of water resources has derived from the emerging understanding that the water crisis cannot solely be regarded as a hydrological crisis. Instead, it is frequently defined as a crisis of governance, as institutional and management scarcity are hindering a sustainable, equitable and efficient use of water resources. Integrated Water Resources Management (IWRM) is internationally accepted as a toolbox to achieve these objectives. However, implementation of the IWRM-approach is still lacking, especially in developing countries and transitional economies. This study poses the central question of what kind of governance is necessary to achieve an integrated management of water resources. Evaluating the concept from a regional perspective, three case studies have been conducted in Yemen, Jordan and Syria to identify the main governance challenges during the IWRM-process and develop strategies on how to meet them, aiming to improve the practical applicability of the theoretical framework of IWRM in the Middle East.

For the past two decades, Integrated Water Resources Management (IWRM) has been the dominant paradigm in water resources. This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. Will tensions and disputes among states sharing international water courses and lakes turn into active conflicts? The 2017 Near East and North Africa (NENA) edition of the Regional Overview of Food Security and Nutrition comes under the theme of “building resilience for food security and nutrition in times of conflict and crisis”. The report establishes a baseline against which to measure future progress towards achieving SDG 2 on ending hunger, food insecurity and malnutrition in NENA by monitoring the latest indicators for the SDG targets on hunger and food insecurity (SDG Target 2.1) and malnutrition (SDG Target 2.2). Beyond numbers, the report focuses on the fundamental factors that have driven improvements in food security and malnutrition: poverty reduction, economic growth, improvements in maternal and childhood nutrition and public health, increases in the quantity and quality of the food supply and cessation of violence. Moreover, the report brings into sharp focus the issue of conflict, which is the major driver of food insecurity in the NENA region. Food security in the NENA region is fast deteriorating, driven by conflict and leading to a widening gap in well-being between conflict and non-conflict countries. Conflicts have long-lasting impacts on the food security and nutrition of both affected and surrounding countries in the region. Not only is food security deteriorating in the conflict and spill over countries, but the high costs of perpetrating, containing, preventing and dealing with the consequences of violence undermine their ability to mitigate the decline in living standards.

Water has always been a source of risks and opportunities in the Middle East and North Africa. Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.
