This report contains a collection of papers presented at a workshop in Merida, Mexicoâ€"Strengthening Science-Based Decision Making: Sustainable Management of Groundwater in Mexico. The cross-cutting themes of the workshop were the elements or principles of science-based decision making and the role of the scientific community in ensuring that science is an integral part of the decision making process. Papers included in this volume describe the groundwater resources of Mexico's Yucatan Peninsula, approaches to managing groundwater in Mexico and governmental and scientific institutions concerned with water resources. Other papers discuss US approaches to managing scarce water resources. Participants in the workshop included representatives from leading scientific and academic institutions, federal state and local governments, non-governmental organizations and businesses.

The aim of this book is to document for the first time the dimensions and requirements of effective integrated groundwater management (IGM). Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

In many developing countries, their governments dominate the field of water resources management. Even in “participatory irrigation management” efforts, the governments play a dominant role. As these efforts are rarely based on any internally generated demand from the water users, they usually fail to create viable organizations at the local level. A similar setback can be seen in the more recent institutional reforms in Asia’s water sector, which are promoted by the donor agencies and, national and international development professionals. A survey of experiences in Asian countries shows that no country has successfully completed establishing new water sector policies and laws and river basin organizations, as prescribed. The need to improve current performance of water resources management is widely appreciated.In managing the scarce water resources, a change in attitude and approach is seen to be essential. Participatory learning and action methods conducted in a study of selected river basins in five Asian countries surfaced a distinct need for coordination at the river basin level. They also indicated a clear stakeholder preference for establishing coordinating mechanisms, by way of adapting the existing institutions, as an initial step towards greater stakeholder control of river basin management. Essentially, cost-effective and contextually appropriate institutional arrangements were preferred over the prescribed standard models, in order to meet the varying needs related to integrated water resources management.

This report reviews the main global trends in land and water uses, policies and investments that have taken place over the last decade and identifies the institutional arrangements that have been the most conducive to sustainable and equitable use of these resources. The report focuses particularly on family farmers, who have limited access to key resources (land, water, credit and infrastructure). It pays special attention to their common challenges and needs, but also to their diverse conditions. It provides evidence-based information on the institutional conditions needed to ensure inclusive land and water programmes, and to upscale such programmes at local levels. It is based on a systematic review of official documents and academic papers and on detailed case studies, often grounded in the authors’ own significant knowledge. The report is organized in three main parts. The first section begins with a review of the main global trends affecting land and water uses over the last decade, and links them to the public policies and types of private investment that encouraged such trends. The main structural drivers of growing pressures on water resources and land availability are discussed, including population growth, diet changes, climate change, urbanization and biofuel development. The report discusses the direct effects of these drivers, including water scarcity, increased global competition for land use and the degradation of existing resources, on land and water availability. It then examines the main types of private investments and public policies that drive these trends: large-scale land acquisition, reassertion of large-scale infrastructure programmes for surface water irrigation, public subsidies and private initiatives that stimulate access to groundwater. The second section of the report focuses on the impacts of global changes, policies and investments on farmers’ livelihoods and water use. It reviews the numerous beneficial impacts of irrigation on poverty reduction emphasizing that they are highly contextual and unequally shared across social groups. It documents the widening gap between irrigated and rainfed areas, and the risks of a medium-term crisis for agricultural economies that are based on groundwater irrigation. It emphasizes that existing policies are poorly tailored to farmers’ needs. Lastly, the section documents the complex relationship between migration and increased pressures on land and water. The third section of the report charts the way forward for more sustainable and equitable management of land and water. It takes stock of policies inspired by the principles of integrated water resources management (IWRM).

The report, building on a policy dialogue with a range of stakeholders in Korea, analyses how economic policy instruments under the responsibility of the Korean Ministry of Land, Infrastructure and Transport can be adjusted to contribute to water policy objectives. It also investigates how Smart Water Management Korea, an initiative by K-water that combines information and communication technology with water technology, can be harnessed to better contribute to water management in the country. Finally, it identifies some of the limitations of prevalent water allocation regimes which need to be addressed to make the best use of available water resources. Since 1965, the Korean Government has invested heavily in quantitative development strategies to meet water needs, and despite highly variable water availability, this has allowed for and facilitated rapid urbanisation and economic growth. However, several long-term trends are expected to affect the capacity of the current water management system to adequately respond to current and future water risks, such as rapid ageing of the population, fiscal consolidation and climate change. These call for a renewed emphasis on water use efficiency.
