Irrigation has been and will continue to be an agricultural and rural investment priority. Development of the irrigation sector faces multiple challenges, including water scarcity and degradation, competition over shared resources, and the impact of climate change. Innovations are needed to address these challenges, as well as emerging needs, and to promote productive, equitable and sustainable water management. Annotation This book provides an independent and comprehensive review of World Bank irrigation lending and policy between 1948 and 1993. The Bank's role in irrigation lending has been large--more than $30 billion (in current U.S. dollars) spread over some 600 projects. Only 200 projects have been in place long enough to be assessed. The overall performance record is good, but there is room for improvement.The report finds that there are still pervasive problems in maintenance and operation. Operating chaos prevails in most large canal systems in the humid tropics. In drier areas, drainage is the biggest environmental problem associated with irrigation. The author argues for upgrading existing systems, improving service, involving irrigators, and saving water where it is scarce.

Development patterns, increasing population pressure, and the demand for better livelihoods in many parts of the globe all contribute to a steadily deepening global water crisis. Development redirects, consumes, and pollutes water. It also causes changes in the state of natural water reservoirs, directly by draining aquifers and indirectly by melting glaciers and the polar ice caps. Maintaining a sustainable relationship between water and development requires that current needs be balanced against the needs of future generations. The development community has transformed and broadened its approach to water since the 1980s. As stresses on the quality and availability of water have increased, donors have begun to move toward more comprehensive approaches that seek to integrate water into development in other sectors. This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.

The papers in this volume were presented at the first National Workshop on the Status and Future Directions of Research pertaining to the water sector in Sri Lanka, held at the Bandaranaike Memorial International Conference Hall, Colombo, Sri Lanka during 4-6 November, 1998. The aim ofthe conference was for policy makers and senior water managers in Sri Lanka to share and discuss the findings, implications and uses of current research dealing with any aspect of water, and to prioritize future research needs, develop a national water research strategy and initiate a network of water researchers in Sri Lanka and abroad to carry out relevant research in the future. In selecting papers for the conference, priority was given to those authored by persons who had limited opportunities to disseminate their research findings or share empirical experiences. Although the main language of the conference was English, authors were specifically encouraged to present papers in either Sinhala or Tamil.
