All Air Force installations in the Installation Restoration Program (IRP) are in the process of planning and executing environmental restoration activities in response to releases of hazardous substances, pollutants, contaminants, or hazardous solid wastes. The Installation Restoration Program (IRP) Management Plan provides guidance on the management and execution of the Army IRP and supplements roles, responsibilities, and procedures contained in Army Regulation 200-1 and the accompanying Department of the Army Pamphlet 200-1 (DA PAM 200-1). Note: The DA PAM 200-1 is being published and currently is only available in draft. This management plan implements the Army's IRP in accordance with the Department of Defense's Management Guidance for the Defense Environmental Restoration Program (March 1998). It applies to activities that are located in the states of the U.S., territories, and the District of Columbia. The Department of Defense (DOD) has developed a program to identify and evaluate past hazardous material disposal sites on DOD property to control the migration of hazardous contaminants and to control hazards to health or warfare that may result from these past disposal operations. This program is called the Installation Restoration Program (IRP). The IRP has four phased consisting of Phase I, Initial Assessment/Records Search; Phase II, Confirmation/Quantification; Phase III, Technology Base Development; and Phase IV, Operations/Remedial Actions. The objective of this Phase IV project is to prepare and implement the remedial action plan primarily for Sites 1 (including Subsites 1A, 1B, 1C, 1D, and 1E), 2 and 5. Phase II - Stage 3 activities are ongoing at Sites 5, 10, 11, 12, 14, 15, and 16. Several of these sites may require remedial action(s) and will be addressed in a subsequent Phase IV report. This document presents the feasibility study and the remedial action plan for the preferred alternatives at Sites 1, 2 and 5, and includes the concept design documents.
