INFOSAN has been connecting national authorities worldwide since 2004. Its goal has been to prevent the international spread of contaminated food and foodborne disease and strengthen food safety systems globally. This has been done by 1. promoting the rapid exchange of information during food safety events; 2. sharing information on important food safety issues of global interest; 3. promoting partnership and collaboration between countries and networks; and 4. helping countries to strengthen their capacity to manage food safety emergencies. Since its inception, the INFOSAN Secretariat has facilitated international communications between members during hundreds of food safety events; including 162 during the 2018/2019 biennium, double the number of events dealt with in the previous biennium. This INFOSAN Activity Report provides an overview of the major events, activities and information products relating to INFOSAN in 2018/2019. The report highlights some achievements from the biennium, as well as challenges to overcome and areas for improvement. INFOSAN aims to be a member-driven network and thus a united and sustained effort must be made by all INFOSAN members for the network to reach its full potential.

This book is the first major study of the making of transnational food safety law in China. Francis Snyder shows how the 2008 melamine infant formula crisis led to China’s first food safety law and new food safety standards, substantial reforms in government policy and closer relations with international organisations. He also identifies current and future challenges and makes recommendations for dealing with them. Chinese food safety law today is influenced strongly by cross-border factors. While transnational regimes help to shape domestic decisions, many institutions deeply embedded in Chinese society have played key roles in this transformation. Francis Snyder emphasises that, in finding its own path toward ensuring food safety, China can both learn from and teach other countries. In May 2017 this title has been awarded a 'Gourmand World Cookbook Award' in Yantai, Shandong Province, China: 'Best in the World' in two categories: 'Best Wine Law Book' and 'Food Safety Institutions'.

The WHO Benchmarks for International Health Regulations (2005) (IHR) Capacities was first published in 2019 and serves as a capacity-building tool and reference document to guide development/updating of country health security plans, including the national action plan for health security (NAPHS). It is now updated to a second edition which incorporates lessons learned from recent health emergencies, as well as alignment with updated IHRMEF tools, the HEPR framework, the WHO Director-General’s ten proposals to build a safer world together, and to build back better through multi-hazard and whole-of-society approaches to support better preparedness for future emergencies. Over 250 relevant technical leads contributed to this edition, by providing inputs from WHO regional offices, countries, partners and participation in global consultation meetings. The second edition is titled “WHO Benchmarks for Strengthening Health Emergency Capacities: Support for the Implementation of International Health Regulations (IHR) and Health Emergency Prevention, Preparedness, Response and Resilience (HEPR) Capacities”. WHO benchmarks are further digitalized for easy and quick use, along with a reference library, which is currently being updated. The audience for this document includes WHO Member States, health ministries and other relevant ministries, healthstakeholders, partners, nongovernmental organizations and academia to support building capacities at the country level.

Over a third of global agrifood exports cross borders at least twice before reaching the final consumer. The complexity of food supply chains and the growing importance of the global agrifood trade thus creates new and ever greater challenges for the management of food safety. Geographically dispersed foods that have been produced, processed and distributed by multiple actors can pose heightened food safety risks. Tracing the origins of unsafe food is also more complex and time-consuming. For this reason, many nations have implemented more rigorous systems of food control for agrifood imports, while many others need assistance to develop them. To this end, FAO developed this guidance as part of a project entitled 'Digital solutions in support of improved official food control services'. The aim is to provide guidance for the design and implementation of a food control e-notification system, one tailored to national needs and resources. This guidance includes the system’s legal basis, its structure and operational parameters, as well as its infrastructure and human resource requirements.
