This monograph constitutes the final report of the EC-sponsored PRISM project, which was devoted to communications management for integrated broadband communications (IBC) within the RACE program. The book introduces and applies the distributed management framework (DMF) developed for the specification and design of multi-domain management systems for controlling, monitoring, and administrating IBC networks. The DMF framework is evaluated in detail and related to other international architectural and specification work aimed at creating advanced communication management systems. Also, a summary of existing platforms potentially supporting PRISM's DMF system, a glossary, a list of acronyms and abreviations, and a detailed subject index are included.

Wolfgang Glatthaar International Business Machines (IBM), Gennany The rapid developments in infonnation technology (IT) will continue through the coming years. New application areas will be added. Whereas the use of infonnation technology in the past decade has been concentrated primarily on business and public administration, in future the suppliers of infonnation technology will develop an increasing number of applications for the private household (see fig. 1). New perspective on information technology This development has already generated considerable market dynamics. Latest forecasts for the USA suggest that by 1996 at the latest the private household will present greater sales potential for home computers than business and public administration. VI Preface Up to now the use of infonnation technology in the private household has not been regarded as highly significant by either business or science, even though PCs have become widespread in the private sphere. In the ESPRIT framework there have been individual projects dealing with home networks, and in a number of Asian and European countries, as well as America, experiments with interactive television are taking place. Internet and commercial online services are experiencing rapid growth. This application area for infonnation technology in the private household, which is generating increasing business attention, must also be the subject of appropriate research activities.

For as long as people have developed new technologies, there has been debate over the purposes, shape, and potential for their use. In this exciting collection, a range of contributors, including Sherry Turkle, Lynn Spigel, John Perry Barlow, Langdon Winner, David Nye, and Lord Asa Briggs, discuss the visions that have shaped "new" technologies and the cultural implications of technological adaptation. Focusing on issues such as the nature of prediction, community, citizenship, consumption, and the nation, as well as the metaphors that have shaped public debates about technology, the authors examine innovations past and present, from the telegraph and the portable television to the Internet, to better understand how our visions and imagination have shaped the meaning and use of technology. Author note: Marita Sturken is Associate Professor in the Annenberg School for Communication at the University of Southern California and the author of Tangled Memories: The Vietnam War, the AIDS Epidemic, and the Politics of Remembering and Practices of Looking: An Introduction to Visual Culture (with Lisa Cartwright). Douglas Thomas is Associate Professor in the Annenberg School for Communication at the University of Southern California. He is author of three books, most recently Hacker Culture. Sandra Ball-Rokeach is a Professor and Director of the Communication Technology and Community Program in the Annenberg School for Communication at the University of Southern California. She is author of several books, including Theories of Mass Communication (with M. L. De Fleur).
