In the four years since the first Trieste Meeting on Spin and Polarization Dynamics in Nuclear and Particle Physics, considerable progress has been made both in the theoretical and experimental aspects of this field. The Ann Arbor Workshop on Increasing the AGS Polarization discusses the surprising spin effects discovered at lower energy accelerators, making the new multi-hundred-GeV RHIC polarized proton collider especially important. The four Siberian snakes in the two RHIC rings successfully preserved most polarization during acceleration and storage; RHIC's main problem was the low polarization injected from the AGS. The Workshop determined a quick and practical plan for increasing the AGS polarization by using three techniques to overcome the three types of depolarizing resonances.
