With the current Second Growth and Transformation Plan (2015-2020), the Government of Ethiopia expects the agro-industrial sector to play key role in economic growth of the Country. Accordingly, the creation of Integrated Agro-Industrial Parks has been identified as one of the key mechanisms for accelerating the development of the sector and the structural transformation of agriculture. Agro-industrial parks will play a significant role in transitioning Ethiopia from an agricultural-led into an industrial-led economy. In view of that, the development of Integrated Agro-Industrial Parks has been prioritized in Ethiopia’s national development strategy and four Agro-Industrial Growth Corridors have been selected for piloting the establishment of four Integrated Agro-Industrial Parks. The initiative aims at driving the structural transformation of the Ethiopian economy while reducing rural poverty and creating a better environment for increased investments in agro-processing and allied sectors. Since 1981, FAO has been a strong partner of the Government of Ethiopia towards the achievement of national food security and economic growth goals. FAO is working closely with the Ministry of Agriculture and Natural Resources to empower value chain actors and to promote inclusive, efficient and sustainable agricultural value chains. The present document is the first one of a series of detailed analyses of prioritized commodities, which will lead to inclusive, sustainable and stronger agricultural value chains in the Agro-Commodities Procurement Zone of the pilot Integrated Agro-Industrial Park in Central-Eastern Oromia.

This book is a social—ecological system description and feedback analysis of the Lake Tana Basin, the headwater catchment of the Upper Blue Nile River. This basin is an important local, national, and international resource, and concern about its sustainable development is growing at many levels. Lake Tana Basin outflows of water, sediments, nutrients, and contaminants affect water that flows downstream in the Blue Nile across international boundaries into the Nile River; the lake and surrounding land have recently been proposed as a UNESCO Biosphere Reserve; the basin has been designated as a key national economic growth corridor in the Ethiopian Growth and Transformation Plan. In spite of the Lake Tana Basin’s importance, there is no comprehensive, integrated, system-wide description of its characteristics and dynamics that can serve as a basis for its sustainable development. For thousands of years, Ethiopia has depended on its smallholding farmers to provide the bulk of its food needs. But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia’s policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder’s land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.

Increasing the productivity of commercially oriented smallholder farming households in Nigeria results in greater incomes for their households, which, in turn, can drive an expansion in local nonfarm employment opportunities and raise incomes across rural communities. Appropriately targeting agricultural development efforts towards commercially oriented farming households has important second-round development benefits for rural economies. We use nationally representative data from the Nigeria General Household Survey Panel to examine the characteristics of households and their context that determine their level of commercial orientation in 2015/16. We then use the same dataset for crop-specific analyses of the factors associated with a household choosing to produce a specific crop, to sell any of their harvest of that crop, and, if they sold any of the crop, whether they sold more than half of their harvest. Twelve crops are examined. We find that the commercial orientation of most smallholder farming households in Nigeria is not strong. One-third reported not making any crop sales, relying instead on household enterprises or wage employment to meet their cash needs. Another one-third reported selling less than one-third of the crops they harvested by value. For these households, any crop sales made seem to reflect the limited other options they have to obtain cash, rather than being part of a strategy of commercial production. A subsistence orientation still drives most crop production by smallholder farming households in Nigeria. The crop-specific analyses confirm that crop sales for many households are driven to an important degree by their lack of other income sources, rather than by actively seeking to produce significant commercial surpluses of a crop. That this is the case reflects a range of deficiencies in the production and marketing of many of the crops. Improved crop production technologies are not commonly used, may not be readily available, or, if available, may prove challenging to employ profitably. Nigerian crop markets remain risky with no assurances that farmers will find buyers offering remunerative prices when they bring their produce to the market to sell. Continued investments to increase crop productivity and to improve the performance and reliability of crop value chains are needed if commercial considerations are increasingly to drive the crop choices of smallholder farming households, to provide incentives for higher crop productivity, and, through the increased crop income of commercially oriented farming households, to motivate expansion in local non-farm sectors and to raise incomes for all households in rural Nigerian communities.

Using unique nationally representative household consumption data sets that extend from 1995/96 to 2010/11, this study looks at patterns and changes in ASF (animal-source food) consumption and attempts to identify some of the drivers of these dynamics. We further assess future demand in overall ASF consumption as well as for commercial market development.
