A study to evaluate informational needs of manpower planning in the District of Columbia and the metropolitan area of which it is the central city. The ultimate objective of this evaluation is an improved system for gathering, analyzing, and presenting information for manpower planning purposes. The study will attempt: 1. to identify the information requested to plan and develop manpower programs required to meet the needs of residents of the Washington, D.C. area, its major jurisdictions, and subareas where manpower needs are concentrated; 2. to assess the adequacy of currently available data resources for manpower purposes; 3. to evaluate the effectiveness with which these resources are now being utilized; to assess the current characteristics and needs of the unemployed and sub-employed population which are relevant to manpower planning, based on the 1970 census and other pertinent data; 5. to develop practical and efficient methods for updating this information on an annual basis hereafter; 6. to assess perceived needs and actual hiring practices of employed in the area in relationship to the characteristics of the labor force--as well as of those who might enter the labor force if conditions permitted; 7. to recommend methods for using available information to the best advantage in designing manpower planning programs, and for allocating manpower funds equitably to specific subareas and target groups on the basis of relative need; 8. to recommend sound procedures, based on the manpower information developed or reviewed in this project, for the guidance of other metropolitan areas.
