Pursuant to a congressional request, GAO reviewed the steps the Interagency Council on the Homeless had taken to improve its implementation of the Homeless Assistance Act, focusing on: (1) actions the Council took to meet its responsibilities; and (2) state officials' and local assistance providers' opinions on the Council's actions. GAO found that: (1) the Council made significant changes to improve its implementation of the act in response to March 1989 congressional hearings; (2) the Council's member agencies provided a variety of technical assistance; (3) the Council made its regional coordinators full-time employees, which increased its effectiveness; (4) the Council provided information on federal, state, and local programs and activities to over 25,000 individuals and groups; and (5) most survey respondents believed that the Council was somewhat to very effective in monitoring, evaluating, and recommending improvements in programs, providing professional and technical assistance, and collecting and disseminating information.
