IBM® Coach Framework is a key component of the IBM Business Process Manager (BPM) platform that enables custom user interfaces to be easily embedded within business process solutions. Developer tools enable process authors to rapidly create a compelling user experience (UI) that can be delivered to desktop and mobile devices. IBM Process Portal, used by business operations to access, execute, and manage tasks, is entirely coach-based and can easily be configured and styled. A corporate look and feel can be defined using a graphical theme editor and applied consistently across all process applications. The process federation capability enables business users to access and execute all their tasks using a single UI without being aware of the implementation or origin. Using Coach Framework, you can embed coach-based UI in other web applications, develop BPM UI using alternative UI technology, and create mobile applications for off-line working. This IBM Redbooks® publication explains how to fully benefit from the power of the Coach Framework. It focuses on the capabilities that Coach Framework delivers with IBM BPM version 8.5.7. The content of this document, though, is also pertinent to future versions of the application.

IBM® defines a smarter city as one that makes optimal use of all available information to better understand and control its operations and optimize the use of resources. There is much information available from different sources. However, city officials often lack the holistic view of the city's operations that is required to respond to the citizens' needs in a timely manner and use the city resources wisely. IBM Intelligent Operations Center delivers a unified view of city agencies, providing three primary elements for successful management of cities: use information, anticipate problems, and coordinate actions and resources. Chapter 1 of this IBM Redbooks® publication introduces the IBM Intelligent Operations Center solution. The chapter provides a high-level overview of its features, benefits, and architecture. This information is intended for city officials and IT architects that must understand the business value of IBM Intelligent Operations Center and its architecture. The remaining chapters of this book focus on information that help IBM Intelligent Operations Center administrators perform daily administration tasks. This book describes commands and tools that IBM Intelligent Operations Center administrators must use to keep the solution running, troubleshoot and diagnose problems, and perform preventive maintenance. This book includes preferred practices, tips and techniques, and general suggestions for administrators of IBM Intelligent Operations Center on-premises deployments. The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. Further, it will interest the academic audience working on the strategic framework and constituting constructs. It will also benefit business students and application software architectures who aspire for a consulting career in the area of e-governance.

Innovation in information and communication technology (ICT) fuels the growth of the global economy. How ICT markets evolve depends on politics and policy, and since the 1950s periodic overhauls of ICT policy have transformed competition and innovation. For example, in the 1980s and the 1990s a revolution in communication policy (the introduction of sweeping competition) also transformed the information market. Today, the diffusion of Internet, wireless, and broadband technology, growing modularity in the design of technologies, distributed computing infrastructures, and rapidly changing business models signal another shift. This pathbreaking examination of ICT from a political economy perspective argues that continued rapid innovation and economic growth require new approaches in global governance that will reconcile diverse interests and enable competition to flourish. The authors (two of whom were architects of international ICT policy reforms in the 1990s) discuss this crucial turning point in both theoretical and practical terms.

Abstract: The changes in the Internet and World Wide Web technologies and services lead to new developments in the way e-government efforts provide services to citizens and businesses, and in the way governments handles their internal operations. One of the revolutionary developments comes from adoption of wireless mobile technologies in government related activities: m-government. In this paper we present technological drivers of m-government and present cases where these technologies are being used. The paper concludes with discussions of challenges for m-government implementations now and in the future. Keywords: Mobile Government, e-Government
