Excerpt from Emergency Food Assistance and Commodity Distribution Act of 1983: Hearing Before the Subcommittee on Domestic Marketing, Consumer Relations, and Nutrition of the Committee on Agriculture, House of Representatives, Ninety-Eighth Congress, First Session The basic issues that must be resolved in designing a program are, first of all, what commodities are to be distributed; second, who can receive them; and third, who should bear the expense for distribution. I am aware that there are a variety of opinions on these issues on Capitol Hill and in the administration. The House Committee on Education and Labor has already reported out a bill, as has the Senate Agriculture Committee. Also, a short-term measure has been adopted by the Conference Committee as part of the emergen cy jobs bill. Various individual members have also introduced bills that relate to this same subject. All of them, I think, are construc tive efforts to try to address the same problem. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
