Background Expanding coffee exports is a major goal of Uganda’s government. By focusing on this high-value crop, almost all of which is sold to higher-income countries, Uganda hopes to boost farmers’ incomes and increase the country’s foreign exchange earnings as well as its tax base (UCDA, n.d.). The average yield of smallholder coffee farmers in Uganda amounts to just third of the crop’s agronomic potential (Mongoya, 2018). The opportunity to increase yields – and thus the incomes of some of the world’s poorest farmers – by improving agronomic practices has spurred major philanthropic investment in coffee agronomy training in Uganda. However, gender norms and related constraints may affect how coffee income is distributed within households, and in this way erode the benefits this income brings to rural populations. In many settings, men have traditionally taken the lead role in production of cash crops grown for sale, while women have managed crops grown purely or primarily for subsistence (World Bank, FAO and IFAD, 2009). In this note, we describe results from the baseline survey of an impact evaluation of the Uganda Coffee Agronomy Training (UCAT) program, which aims to train 60,000 smallholder coffee growers over four years. For each cohort of farmers, the program lasts approximately two years, and is delivered through 22 training sessions held monthly for 11 months of the year.

This report describes the methods and findings of a randomized controlled trial evaluating the impact of coffee agronomy training and phone-based advisory services on farmer practices and observed coffee yield. In-person training was provided in randomly selected villages over the course of two years by Hanns R. Neuman Stiftung (HRNS) and TechnoServe in two separate regions of Western Uganda encompassing six districts. Messages reinforcing this training were sent to a subset of farmers in villages where training was offered by Precision Development (PxD), and standalone messages were sent to a subset of farmers in villages where no training was offered. The program period spanned the onset of the COVID-19 pandemic and associated lockdowns, which significantly affected how training could be delivered and likely reduced its impact.

In sub-Saharan Africa, female-managed plots often show a significant gap in productivity compared to men's plots. To examine these differences, a variable to determine who in the household controls agricultural plots is needed. There is variability in the ways in which gendered control over agricultural plots is defined and measured across studies. Many studies show that an in-depth analysis of intra-household relationships is necessary, as this is often a major unexplained factor in productivity differences. To contribute to filling this methodological gap, we estimate the productivity gap among male and female farmers in Uganda using three different identification approaches and conduct complementary qualitative research to investigate the underlying causes of these differences. The three approaches to define control over plots are: (1) gender of the plot manager, (2) gender of the main plot-level decision-maker and (3) on gender of decision-maker over income from the sale of crops. Results show significantly different gender productivity gaps of 16% (1), 43% (2) and 60% (3). Qualitative results confirm the variability in the way that households defined plot management, including multiple ways in which decisions are made or activities are distributed within households on jointly managed plots. Mixed-method research designs and improved gender variables for econometric models can contribute to a better understanding of gender productivity differences and better policy making aiming to reduce gender inequalities.

After experiencing a boom during the mid-1990s, the performance of Uganda's coffee industry has been disappointing. Most existing analyses see the sector's problems as quality deterioration, poor marketing position in the global market, weak regulatory framework, and poor infrastructure. Recommendations range from setting up a coffee auction to increasing the share of specialty coffees. This paper concludes that such advice has been largely inconsistent with the stylized facts of the Ugandan coffee industry. It argues that the coffee wilt disease and the effectiveness of the coffee replanting program are the two key issues on which policymakers and the donor community should focus their activities and allocate their resources.

Abstract: Policies and external shocks affecting agriculture, the main source of income for rural households, can be expected to have a significant impact on poverty. The authors study the case of Uganda. Throughout the 1990s, more than 90 percent of its poor lived in rural areas and, during the same period, large international price fluctuations as well as an extensive domestic deregulation affected the coffee sector, its main source of export revenues. Using data from three household surveys covering the 1990s, the authors confirm a strong correlation between changes in coffee prices (in a liberalized market) and poverty reduction. This is highlighted by comparing the performance of different households grouped according to their dependence on coffee farming. Regression analysis (based on pooled data from the three surveys) of consumption expenditure on coffee-related variables, other controls, and time-fixed effects corroborates that the mentioned correlation is not spurious. The authors also find that while both poor and rich farmers enter the coffee sector, the price boom benefits the poorer households relatively more, whereas the liberalization seems to create more opportunities for richer farmers. Finally, notwithstanding the importance of the coffee price boom, the agricultural policy framework and the thorough structural reforms in which the coffee market liberalization was embedded have certainly played a role in triggering overall agricultural growth. These factors appear to matter especially in the second half of the 1990s when prices went down but poverty reduction continued.
