The U.S. Senate held a hearing to address two issues facing the nation's armed service academies--honor systems and sexual harassment. This was the first of several oversight hearings to be held regarding the service academies. Two events prompted the Senate to hold these hearings: (1) a cheating scandal at the U.S. Naval Academy that began in 1992; and (2) the publication of a U.S. General Accounting Office (GAO) report in 1994 entitled "DOD Service Academies: More Action Needed to Eliminate Sexual Harassment." The Hearing consisted of the presentations of three panels to the Subcommittee on Force Requirements and Personnel. The first panel, consisting of U.S. Ambassador Richard Armitage and Vice Admiral David M. Bennett, discussed the cheating scandal at the U.S. Naval Academy. The second panel, made up of GAO personnel, summarized the findings of their 1994 report on sexual harassment. The superintendents of the three service academies comprised the final panel. They discussed honor systems and sexual harassment at their institutions and the steps the academies had made to address these issues. The hearing document includes the presentations of all three panels as well as text from the GAO report and the "Report of the Honor Review Committee to the Secretary of the Navy On Honor at the United States Naval Academy." The Department of Defense is unequivocal in its commitment to ensure that victims of sexual assault be protected, treated with dignity and respect, provided proper medical and psychological care, and that the perpetrators of such assaults be held accountable. Task Force Charter On February 5, 2004, Secretary of Defense Donald Rumsfeld directed the Under Secretary of Defense for Personnel and Readiness, Dr. David S.C. Chu, to undertake a 90-day review of all sexual assault policies and programs among the Services and DoD, and recommend changes necessary to increase prevention, promote reporting, enhance the quality and support provided to victims, especially within combat theaters, and improve accountability for offender actions. Review Methodology On February 13, 2004, the Under Secretary of Defense for Personnel and Readiness established an eight member Department of Defense Care for Victims of Sexual Assaults Task Force. The Task Force formulated a review plan, which included the following: Request and analyze sexual assault incidence and demographic data from the Services. Request and assess current DoD-wide, Service-wide and Combatant Command-wide sexual assault policies and programs. Perform literature review on sexual assault, including review of prior studies and reports on DoD sexual assault and related programs. Discuss sexual assault prevention, reporting, response, and disposition issues with commanders, non-commissioned officers, junior enlisted personnel, service providers (medical, mental health, victim advocate, victim witness advocate, chaplains, law enforcement, investigative agencies, and legal personnel), and victims. Consult with subject matter experts within the Department of Defense, other federal agencies, civilian experts, and sexual assault support organizations about matters that should inform our review with respect to prevention, reporting, response, and disposition of sexual assault cases.

American Defense Policy has been a mainstay for instructors of courses in political science, international relations, military affairs, and American national security for over 25 years. The updated and thoroughly revised eighth edition considers questions of continuity and change in America's defense policy in the face of a global climate beset by geopolitical tensions, rapid technological change, and terrorist violence. On September 11, 2001, the seemingly impervious United States was handed a very sharp reality check. In this new atmosphere of fear and vulnerability, policy makers were forced to make national security their highest priority, implementing laws and military spending initiatives to combat the threat of international terrorism. In this volume, experts examine the many factors that shape today's security landscape - America's values, the preparation of future defense leaders, the efforts to apply what we have learned from Afghanistan and Iraq...
