Officials from DOTs of eleven states in the southeastern United States were interviewed in this study. The goal is to identify each DOT's experience and satisfaction with the DB delivery method, as well as their experiences, knowledge, and legal status of the CMR method. Florida was found to be the only state that has used CMR on horizontal projects. Since the Florida Department of Transportation (FDOT) was the only agency in this study that had experience with all three types of delivery systems, more in-depth interviews were conducted with FDOT personnel.
