Over the past quarter century, the people of the Arabian Peninsula have witnessed a revolutionary transformation in higher education. In 1990, there were fewer than ten public universities that offered their Arabic-language curricula in sex-segregated settings to national citizens only. In 2015, there are more than one hundred public, semi-public, and private colleges and universities. Most of these institutions are open to expatriates and national citizens; a few offer gender integrated instruction; and the language of instruction is much more likely to be in English than Arabic. Higher Education Revolutions in the Gulf explores the reasons behind this dramatic growth. This book examines the recent migration phenomenon in the Arab Gulf states for work and residence. It sheds light on the transnationality of diverse groups of migrants from different generations, and unpacks how migrants’ multiple senses of belonging, orientations and adaptive strategies have shaped contemporary migration in the Gulf region. In turn, the analysis presented here shows how the Arab Gulf states’ citizenship and educational policies affect second-generation migrants in particular. Through a series of fine-grained ethnographic case studies, the authors demonstrate the ways in which these second-generation migrants construct their identities in relation to their putative ‘home’ country in the Gulf as well as their complex relationship to their parents’ countries of origin. This is what underpins the deeply transnational character of their lives, choices and notions of belonging. While migration scholars often situate these groups as ‘temporary’, this does not in fact capture the reality of temporariness for the migrants themselves, their children or their dependants. The result is a complex and ongoing construction of identity that shapes the way of life for millions of migrants. The "Resource Curse" in the Persian Gulf systematically address the little studied notion of a "resource curse" in relation to the Persian Gulf by examining the historical causes and genesis of the phenomenon and its consequences in a variety of areas, including human development, infrastructural growth, clientelism, state-building and institutional evolution, and societal and gender relations. The book explores how across the Arabian Peninsula, oil wealth began accruing to the state at a particular juncture in the state-building process, when traditional, largely informal patterns of shaikhly rule were relatively well established, but the formal institutional apparatuses of the state were not yet fully formed. The chapters show that oil wealth had a direct impact on subsequent developments in these two complementary areas. Contributors discuss how on one hand, the distribution of petrodollars enabled political elites to solidify existing patterns of rule through deepening clientelist practices and by establishing new, dependent clients; and how on the other, rent revenues gave state leaders the opportunity to establish and shape institutions in ways that solidified their political control. The "Resource Curse" in the Persian Gulf will be of great interest to scholars of Middle Eastern studies, focusing on a variety of subject areas, including human development, human resources, clientelism, infrastructural growth, institutional evolution, state-building, and societal and gender relations.
