The first edition of this important work was the winner of the 2002 Publication of Enduring Quality award by the Association of Environmental and Resource Economists. The continuing premise for the book is that estimates of the economic values of environmental and natural resource services are essential for effective policy-making. As previous editions, the third edition, which includes two additional co-authors, presents a comprehensive treatment of the theory and methods involved in estimating environmental benefits. Researchers, policy-makers, and practitioners will welcome the work as an up-to-date reference on recent developments. Students will gain a better understanding of the contribution that economics as a discipline can make to decisions concerning pollution control and human health, recreation, environmental amenities, and other critical issues concerning the way we use and interact with environmental and natural resource systems. To reflect recent progress in both the theory and practice of non-market valuation, the third edition includes more details on empirical approaches to measurement, expanded discussion of the reasons for divergence between "willingness to pay" and "willingness to accept compensation," and increased coverage of econometric issues encountered in estimation. In keeping with its cutting edge orientation, it also includes more discussion of survey design, equilibrium sorting models, and the implications of behavioral economics for welfare measurements and benefit cost analysis.

Non-market valuation is becoming increasingly accepted as an evaluative tool of economics related to environmental and resource protection. Freeman (economics, Bowdoin College) presents an overview of the literature, introducing the principal methods and techniques of resource valuation. Chapters cover the measurement of welfare changes, revealed and stated preference models, nonuse models, aggregation of values across time, environmental quality as factor input, longevity and health valuation, property value models, hedonic wage models, and recreational uses of natural resource systems. The result of a National Bureau of Economic Research Income and Wealth conference held in December 1983, this volume looks at the concept of "economic well-being" and the ways that analysts have tried to measure it. In addition to income, economists have begun to consider such factors as pensions, wealth, health, and environment when measuring the well-being of a particular group. They have also begun to measure how consumers respond, successfully or unsuccessfully, to such economic uncertainties as inflation, divorce, and retirement. Using new data and techniques, the contributors to this book concentrate on issues of uncertainty and horizontal equity (the equal treatment of individuals within a defined group). Their work points to better ways of determining how various groups in a society are faring relative to other groups. Economists and policy analysts, therefore, will be in a better position to determine how government programs should be applied when well-being is used as a test.

This comprehensive explanation of the U.S. government's role in economics will be an eye-opener for anyone who wants to understand exactly what the government does—and doesn't do—in this most critical area. Most people, including many economists, are not aware of the great variety of crucial tasks and invaluable analyses undertaken by government economists. This three-volume set will fill that gap with an all-encompassing overview of the major economics-related work the government performs across all of its agencies and offices. With 45 chapters written by 61 leading experts, the work covers every major topic in government economics, including such diverse areas as monetary policy, defense spending, social assistance, international trade, antitrust, and environmental protection. In addition to entries by those who teach economics, the compendium also features candid observations from government insiders to help readers grasp how things really work. But readers will not only gain insight into specific fields and topics, they will also be able to better understand the big picture and how its pieces fit together. This unique and far-reaching set often challenges conventional wisdom even as it presents a novel synthesis of the government's research, analysis—and actions.

This text develops and applies a far-reaching account of the economic value of climate, derived from its amenity value or the benefits which a particular climate provides to the people of that region or country. As climate change moves higher on the economic and political agendas, reliable measures of the benefits and costs of specific climates and changes to them become ever-more critical. Detailed studies of a range of countries including Britain, the US, India and Russia, show that the mobility of the population is crucial. When individuals are able to move, the amenity value of the climate is reflected in land prices and wage rates. Without mobility, amenity values emerge in patterns of purchasing, either to compensate for the disadvantages of the climate or to make best use of it. Indices are generated for the cost of living as a function of climate variables, and optimal climates are identified to determine who wins and who loses from climate change.
