Peter G.Torkildsen (Chairman of the Subcommittee) presiding. Chairman Torkildsen. The Subcommittee will come to order. It is a pleasure, as Chairman of the Small Business Subcommittee on Government Programs, to welcome our witnesses and guests to today's hearing. Today's hearing is on H.R.1863, the Employment Non-Discrimination Act, also known as ENDA. It was introduced by our colleague Gerry Studds and 118 other Members of Congress. I am pleased that three of our colleagues are testifying before the Subcommittee this morning, and I applaud their leadership on this issue. Our witnesses today are comprised of people with a very real experience and a professional expertise in the area of workplace antidiscrimination efforts. For the record, it is noted that several individuals opposed to this legislation were also invited to testify, but for various reasons did not choose, or were not able to do so. A representative of the Small Business Survival Committee had looked forward to testifying on the bill, but could not. Chairman Torkildsen. The Subcommittee also invited a representative of the Family Research Council to testify. The FRC had accepted the Subcommittees invitation; until yesterday, the Subcommittee was expecting a representative to testify in person. Late last week, the FRC requested that two other individuals be allowed to testify in opposition to the bill. Both individuals were invited; one did not respond to the invitation and the other stated he is not able to be here today, but that he might submit a statement for the record. Chairman Torkildsen. Yesterday, the FRC notified the Subcommittee that they would not send a representative to testify. Today, though, we have many witnesses looking forward to testifying about this important legislation. The Employment Non-Discrimination Act is a bill that deserves our attention because it represents a reasoned approach to an unreasonable problem facing all Americans.
