This book assesses the processes and outcomes of international urban networks in Europe from 2007 to the present day. Focusing on Greece in particular, it examines 162 municipalities involved in more than 240 European city networks to shed light on the various factors that affect cities’ capacities to act as international actors. The book demonstrates that the participation of Greek municipalities in European city networks has entailed changes to local political structures, policies and procedures, as well as the strengthening of a ‘European’ identity and the creation of long-term partnerships. At the same time, these changes have often clashed with bureaucratic traditions and unfavorable economic conditions, which have mitigated the reformatory potential of European city networking. Providing important insights into city diplomacy and Europeanization, the book will appeal to scholars and students of public administration, European integration and political science, as well as professionals and practitioners.

This book presents the results of extensive international comparative research into the effects of the economic and financial crisis on democratic institutions and social cohesion policies. The collected studies describe and analyse the measures (often referred to as "reforms") adopted to counter the crisis and the effects of these measures. It investigates three areas: the impact on the functioning of institutions, with respect to the relationship between representative institutions and governments, and the organisational structure of administrations at national and local levels; the impact that the austerity policies on public spending have on social rights; and the impact on traditional instruments of public action (administrative simplification, public services delivering, the use of common assets). The general findings highlight the effect of reducing the administrative and government capacity of the democratic institutions: the public sector, rather than being innovative and made more effective, declines, offering increasingly poor public services and making bad decisions, fuelling substantive or formal privatisation solutions, which in turn cause further weakening.

There is a strong international dimension to spatial planning. European integration strengthens interconnections, development and decision-making across national and regional borders. EU policies in areas such as environment, transport, agriculture or regional policy have far-reaching effects on spatial development patterns and planning procedures. Planners in the EU are now routinely engaged in cooperation across national borders to share and devise effective ways of intervening in the way our cities, towns and rural areas develop. In short, the EU has become an important framework for planning practice, research and teaching. Spatial planning in Europe is being ‘Europeanized’, with corresponding changes for the role of planners. Written for students, academics, practitioners and researchers of spatial planning and related disciplines, this book is essential reading for everybody interested in engaging with the European dimension of spatial planning and territorial governance. This handbook provides practical guidance for the (junior, medior and senior) Data Protection Officer (DPO) to assemble a work plan as per applicable EU GDPR guidelines. At present EU's GDPR is largely recognized as a gold standard all over the world, also for the ever-growing community of DPOs as per national legislations. This publication is part of official mandatory training materials for Certified Data Protection Officer from the European Association of Data Protection Professionals (EADPP) as per the EADPP CDPO Certification Scheme and applicable CDPO Body of Knowledge (Part D) as provided by Privacad. The practical approach followed in this richly illustrated handbook is of relevance for any (future) Data Protection Officer active in any part of the World performing tasks as per local, regional or international norms and regulations. This books explicitly explains the roles and responsibilities of the DPO as envisaged in the GDPR. As stated by the European Data Protection Board (EDPB) it is best practice for the DPO to have a work plan. What does such a work plan look like? Providing an answer to that question lies at the core of this publication. Two key pillars are followed to assemble a professional and practical DPO work plan. First, the text as enshrined in the General Data Protection Regulation (GDPR) itself codifies an important line of orientation in the embodiment of Articles 37 to 39 of the GDPR in which the designation, positions and tasks of the DPO are discussed. Second, the typical role the DPO is playing in the "daily data protection practice" which can be inferred from, among others, an action plan (or work plan) from an enterprise (institution or organisation). In pursuit of compliance with the obligations pursuant to the GDPR, at least the following steps usually be distinguished. Establish GDPR (privacy and data protection) policies. Make an inventory of personal data. Perform a GDPR (privacy and data protection) baseline. Perform a GDPR (privacy and data protection) gap-analysis. Perform a GDPR (privacy and data protection) implementation. Perform GDPR (privacy and data protection) review and update. Perform GDPR (privacy and data protection) assurance and audit. Compose and communicate the GDPR accountability and reports. According to the European Data Protection Board (formerly operating as WP29), the DPO (or the organisation) should avail of a work plan which the organisation will use as a basis for providing, among others, 'necessary resources' for the DPO. With the entry into force of the GDPR as of 25 May 2018, the need to work on professional maturity of the Data Protection Officer (DPO) became more and more urgent. This handbook is part of the 'Privacy and Data Protection' series offered under auspices of Honorary Visiting Professor Romeo Kadir, acting Editor-in-Chief and author of the first publications in this series. At present professor Romeo Kadir (with over 25 years of experience as privacy and data protection professional) is Constituent President of the GDPR Certification Committee Academic Board of the European Association of Data Protection Professionals (EADPP) and President of the European Institute for Privacy, Audit, Compliance and Certification (EIPACC) and lecturer with the International Privacy Academy (Privacad). He holds several positions as Board Member, Corporate Consultant and Government Advisor related to privacy and data protection affairs.

EU Cohesion policy accounts for a major share of the EU budget and is central to economic and social development in many European countries. This book provides a comprehensive and theoretically-informed analysis of how Cohesion policy has evolved over time, in particular the budgetary and policy dynamics of the 2007–13 reform. In the context of the budgetary politics of the EU, the book examines the process by which the reform of Cohesion policy has been shaped; it identifies the key factors that explain the allocation of funding, assesses the roles of the Member States, European Commission and European Parliament, and tests whether the process and outcome are consistent with the expectations of EU decision-making and integration theories. Based on extensive, EU-wide research over a ten-year period, the book provides new insights into both the process and outcomes of EU policy reform. Presenting original research in an accessible format, this book will be of interest to scholars as well as undergraduate and postgraduate students in the fields of European integration and policy studies.
