"TRB's Airport Cooperative Research Program (ACRP) Report 84: Guidebook for Preparing Airport Emissions Inventories for State Implementation Plans is designed to assist in the preparation of airport emissions inventory component of a State Implementation Plan. The Guidebook offers a basic, intermediate, and advanced approach for preparation of an airport emissions inventory. Each approach is progressively more complex, requiring increasingly detailed input data that generates greater airport specificity and accuracy. The choice of a particular approach is up to the user as a function of the level of response appropriate to a specific airport, the demands of the facility and the surrounding community, and data availability. A CD-ROM, which is included with the print version of the report, contains an Airport Emissions Estimator Tool that applies to the basic approach. These appendices provide background information on inventory protocols and calculation methods. The intention is to support the Guidebook by providing further details and explanations for the specific procedures and recommendations specified by the Guidebook. As such, the appendices should be seen as a companion to the Guidebook that the inventory developer can use to better understand the inventory development process. The appendices were separated from the Guidebook to allow the Guidebook to be a streamlined and focused document. Although the Guidebook may provide some background information, its purpose is mainly to provide instructions on how to develop an inventory rather than explaining all of the reasoning behind each method. As users gain experience from the two documents and become adept at developing airport GHG inventories, they should be able to refer to just the Guidebook for their needs.

"Abstract: This document presents highlights from five research reports on airport greenhouse gas (GHG) emissions inventories. It presents the most salient findings for policy makers and U.S. airports seeking to better understand and inventory airport GHG emissions. The emphasis in this summary is to provide recommendations on reasonably accurate and low cost methods to inventory airport GHGs. The first step in reducing GHG emissions is the development of a baseline inventory. Inventorying GHG emissions at airports can help airport officials better understand emissions trends; identify the sources and activities where there are opportunities for GHG reduction; set GHG reductions targets; and track progress toward meeting targets.
