In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. For some, human rights stretch back to the dawn of Western civilization, the age of the American and French Revolutions, or the post–World War II moment when the Universal Declaration of Human Rights was framed. Revisiting these episodes in a dramatic tour of humanity’s moral history, The Last Utopia shows that it was in the decade after 1968 that human rights began to make sense to broad communities of people as the proper cause of justice. Across eastern and western Europe, as well as throughout the United States and Latin America, human rights crystallized in a few short years as social activism and political rhetoric moved it from the hallways of the United Nations to the global forefront. It was on the ruins of earlier political utopias, Moyn argues, that human rights achieved contemporary prominence. The morality of individual rights substituted for the soiled political dreams of revolutionary communism and nationalism as international law became an alternative to popular struggle and bloody violence. Women have made significant inroads into political life in recent years, but in many parts of the world, their increased engagement has spurred attacks, intimidation, and harassment. This book provides the first comprehensive account of this phenomenon, exploring how women came to give these experiences a name: violence against women in politics. Tracing its global emergence as a concept, Mona Lena Krook draws on insights from multiple disciplines--political science, sociology, history, gender studies, economics, linguistics, psychology, and forensic science--to develop a more robust version of this concept to support ongoing activism and inform future scholarly work. Krook argues that violence against women in politics is not simply a gendered extension of existing definitions of political violence privileging physical aggressions against rivals. Rather, it is a distinct phenomenon involving a broad range of harms to attack and undermine women as political actors, taking physical, psychological, sexual, economic, and semiotic forms. Incorporating a wide range of country examples, she illustrates what this violence looks like in practice, catalogues emerging solutions around the world, and considers how to document this phenomenon more effectively.
