Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Despite almost four decades and billions of dollars in development activities, we are barely in a position to track the changing dynamics of poverty or to define with conviction the processes that entrap the poor in their misery. Accounting for about 90% of global poverty, rural poverty, through transmigration, is also a main contributor to urban poverty. The Global Monitoring Report 2014/2015: Ending Poverty and Sharing Prosperity was written jointly by the World Bank Group (WBG) and the International Monetary Fund, with substantive inputs from the Organisation for Economic Co-operation and Development. This year's report details, for the first time, progress toward the WBG's twin goals of ending extreme poverty by 2030 and promoting shared prosperity and assesses the state of policies and institutions that are important for achieving them. The report continues to monitor progress on the Millennium Development Goals (MDGs). Also for the first time, the report includes information about high-income countries. It finds that while gaps in living standards have been closing in many countries, the well-being of households in the bottom 40 percent, as measured by the non-income MDGs such as access to education and health services, remains below that of households in the top 60 percent. The focus of this year's report is on three elements needed to make growth more inclusive and sustainable: investment in human capital that favors the poor, the best use of safety nets, and steps to ensure the environmental sustainability of economic growth. These three elements are imperative to all countries' development strategies, and are also fundamental to global efforts to achieve the twin goals, the MDGs, and the Sustainable Development Goals that will succeed the MDGs. The objectives of this study are to assess the role of small ruminants (sheep and goats) in the food production systems of developing countries, examine their advantages and disadvantages, analyze the constraints limiting their further contribution to the welfare of small farm/low income rural producers, prescribe measures for overcoming these constraints, and make recommendations related to potential donor involvement in support of the development of sheep and goat production. This paper reviews the World Bank's experience with community participation (CP) in a sample of its projects selected from three different sectors; urban housing, population, health and nutrition (PHN), and irrigation. The sample was chosen on a judgmental basis and consisted of forty projects which were known to have the potential for the use of CP or incorporated it in their strategies, and ten successful projects from the same sectors which did not make use of CP.
