This book is in part a response to the attempts of governments to address increasing concerns over such environmental issues as the impact of climate change; carbon emissions; pressures from overpopulation of cities; coal seam gas extraction and depleting natural resources. The authors have developed a Sustainable Communities Framework (SCF) which incorporates social-cultural, environmental and economic sustainability principles in the process of urban planning. The authors propose a five-step SCF built on an application of sustainability tables. The book examines a wide range of urban planning practices utilizing sustainability criteria, outlining both qualitative and quantitative tools. Separate chapters discuss application of the SCF to both the natural environment and the built environment. This framework is applied to a case study of the outer Sydney growth area of Wyong Shire, Central Coast, NSW, Australia. Addressing the question of how best to measure the environment, the authors present a table for selecting indicators of sustainability, and outline sustainability scorecards which use color-coded ratings of green, red and amber to measure indicators of sustainability. The authors show how aggregating these ratings allows the framework to be scaled up for application to larger areas. Finally, the authors show how scorecards can be incorporated in sustainability reports, with actions and monitoring components. The authors also examine urban planning education including land use planning, natural resource planning and sustainable urban planning, focusing on the extent to which schools incorporate principles of sustainability. The authors offer their critique on the movement of planning practices towards a more coordinated and holistic framework, in incorporating sustainability principles. Sustainable Communities: A Framework for Planning concludes by drawing a future scenario on the application of the SCF to incorporate principles of sustainability into urban planning. The authors propose future options for SCF applications, including adopting a systems program; environmental performance monitoring and showing how the framework will accommodate the social-cultural and economic components of sustainability, in addition to the environmental ones as examined in the case study.

Social historians will look back on the 1980s as a period when a global consciousness of the environment developed. Stimulated by major issues and events such as oil and chemical spills, clearing of rainforests, pollu tion of waterways, and, towards the end of the decade, concern over the greenhouse effect, concern for the environment has become a major social and political force. Unfortunately, the state of the environment and its future manage ment are still very divisive issues. Often, at a local level, concern for the environment is the antithesis of development. The debate usually focusses on the possible negative environmental impacts of an activity versus the expected positive economic impacts. It is a very difficult task to integrate development and conservation, yet it is towards this objec tive that the sustainable development debate is moving. The issues in the central wheatbelt of Western Australia are typical of the environment versus development debate. It is undoubted that the development of the area, which involved clearing the native vegetation, has had a major impact upon the original ecosystems. Many of the natural habitats are threatened and local extinction of flora and fauna species is a continuing process. Moreover, there are clear signs that land degradation processes such as dryland salinity are depleting the land resource.

Climate change is the hottest topic of the twenty-first century and the climate movement a significant global social movement. Australia has long been a highly (sub)urbanized nation, but the major distinctive feature of its contemporary settlement pattern is that the great majority of Australians live in a small number of large metropolitan areas focused on the state capital cities. The development and application of effective urban policy at a regional scale is a significant global challenge given the complexities of urban space and governance. Building on the editors’ previous collection The Australian Metropolis: A Planning History (2000), this new book examines the recent history of metropolitan planning in Australia since the beginning of the twenty-first century. After a historical prelude, the book is structured around a series of six case studies of metropolitan Melbourne, Sydney, Adelaide, Perth, the fast-growing metropolitan region of South-East Queensland centred on Brisbane, and the national capital of Canberra. These essays are contributed by some of Australia’s leading urbanists. Set against a dynamic background of economic change, restructured land uses, a more diverse population, and growing spatial and social inequality, the book identifies a broad planning consensus around the notion of making Australian cities more contained, compact and resilient.
