This volume considers corruption as a multidimensional, complex phenomenon in which various forms of corruption may overlap at any given time. Extending the seemingly paradoxical notion of “legal corruption” to such settings as the USA, Spain, and the Czech Republic, the book seeks to augment our understanding of corruption in democracies by focusing on conduct that is considered by large segments of the population to be corrupt even though they are not explicitly defined as such by the law or the governing elites. Such behaviors are not often captured by corruption perception indexes or identified by scholars who regard corruption as a single category—usually restricted to bribery. However, they are liable to incur a heavy price both in terms of trust in specific governments and of general system support. As illustrated by developments in Spain, the Czech Republic, and the corrosive presidential campaign of 2016 in the USA, these actions are liable to endanger both the quality and actual viability of democratic orders. This volume looks into the possibilities of legal reforms and anticorruption campaigns aiming to correct the consequences of such corruption on government legitimacy. A comparison between the anticorruption campaigns in the competitive authoritarian context of Russia and the fully authoritarian setting of China helps to identify both the difficulties and the possibilities of such efforts in democratic regimes.

Most developing countries face significant and sometimes dramatic challenges in generating stable jobs that provide reasonable incomes and decent working conditions. For developing countries that have undergone lengthy periods of economic stagnation, these challenges are especially acute, and popular dissatisfaction correspondingly marked.Paraguay is a case in point. It is unlikely that any "employment policy" could lead to a major improvement in the quality of labor market outcomes unless designed and implemented in a sophisticated and coherent way. Such an approach has been infrequent in developing countries in general, and especially so in those that, like Paraguay, also suffer severe institutional weaknesses of governance. Paraguay's past failure in employment creation is mainly the result of a number of structural weaknesses described in this volume. Its current crisis is also the accumulated legacy of over a quarter century of economic stagnation and political failure fl owing from those weaknesses. The new reformist administration of President Fernando Lugo has raised hopes that the future might be better than the past.This study aims to contribute to improved policy making by analyzing the source of the problems and providing policy recommendations. The chapters describe the potential contribution of various policy areas in the face of a dauntingly negative track record and identify a number of steps that have to be taken if success is to be achieved. They put into perspective the reforms that have been undertaken to date by the country's previous administration.Paraguay's experience offers insight into the problems faced by other developing countries in today's global economy. "Corruption vulnerabilities exist where government officials have power over the provision of goods and the imposition of costs. Building permits and infrastructure contracts are examples of state-issued goods. Traffic tickets and tax liabilities are examples of costs levied by the state. These and other corruption vulnerabilities turn to actual threats when officials calculate that the benefits of abusing their power are greater than the penalties associated with getting caught. By a similar logic, the formula for corruption control requires increasing the probability of detecting corruption (that is, of activating the eye) through enhanced monitoring and then credibly threatening to apply the appropriate penalty in response to wrongdoing (cracking the whip). Notably, the common policy response to corruption often emphasizes only the first of the two mechanisms. Governments prioritize transparency measures but avoid the risks associated with confronting corruption. Therefore, as a means to improve on the current state of affairs, this book examines distinct approaches to promoting accountability, especially accountability among the set of unelected officials responsible for regulating the built environment. It analyzes the results of field experiments on corruption control conducted in the City of Querétaro in central Mexico, urban and peri-urban districts in Peru, and two of New York City's boroughs.
