The consultations developed suggestions for the Conference agenda, for a Canadian approach to development and knowledge in the information age, and for forming international partnerships. Theme meetings at the consultations shared available strategies, experiences, and instruments to support the Canadian perspective according to the following points of reference: obstacles and successful models for each theme, identification of concrete examples of successful practices or case studies, and specific partnerships to be developed. Themes of the meetings included: empowering the poor with information and knowledge; human resource development and distance education; policy and regulatory frameworks; and strengthening of national and global partnerships in carrying out interventions or research projects in the field of knowledge and information for development.

Over the past two decades, projects supported by the International Development Research Centre (IDRC) have critically examined the ways in which information and communications technologies (ICTs) can be used to improve learning, empower the disenfranchised, generate income opportunities for the poor, and facilitate access to healthcare in Africa, Asia, Latin America and the Caribbean.
