This annual report contains estimates and analysis of the world situation regarding illegal drug production, trafficking and consumption, based on data obtained primarily from the annual reports questionnaire (ARQ), sent by governments to the United Nations Office on Drugs and Crime (UNODC) in 2002, as well as other supplementary sources. The report seeks to contribute to regular assessments of the current scale of the global drug problem, in order to help provide an improved knowledge base for policymaking. The first section of the report deals with trends in the production, trafficking and consumption of opium/heroin, cocaine, cannabis and amphetamine-type stimulants; whilst the second part provides the statistics on which these globally aggregated estimates and trends are based.

This report by the U.N. Office for Drug Control and Crime Prevention is based on data obtained primarily from the annual reports questionnaire sent by Governments to the U.N. Drug Control Program in 2001, supplemented by other sources. The main body of this report presents Estimates of Illicit Drug Production, Trafficking and Consumption. These statistics are supplemented by a section on Analysis, which focuses on different themes each year. Today, international opiate markets continue to be in a state of flux, a result of the drastic reduction in Afghanistan's illicit opium production in 2001, and the resumption of production this year. This report thus continues the analysis of illicit opiate markets in a chapter on The Impact of Changes in Afghanistan.

The United Nations has set an objective to make significant progress towards the control and supply of illicit drugs by the year 2008. This objective can only be achieved by giving demand as much attention as supply and on the basis of regular assessments of the drug problem. This report aims to contribute to such assessments by presenting supply and demand statistics and analysis on the evolution of the global illicit drug problem. It is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by governments to the United Nations Drug Control Programme (UNDCP) in 1999, supplemented by other sources when necessary and when available. The UNDCP finds these data sources limited in that the ARQ reporting is not systematic enough, both in terms of numbers of countries responding and of content, and, most countries lack adequate monitoring systems to produce reliable, comprehensive and internationally comparable data. The report includes an analysis of the current situation and tables of estimates covering production, trafficking and consumption.

This report, based on data obtained primarily from the annual reports questionnaires (ARQ) received by UNDCP in 2001, presents not only the supply side data but also the demand side data, in an effort to give a balanced approach in the assessment of the drug problem. In addressing the global trends in illicit drug supply and trafficking, the report discusses cultivation, manufacture, trafficking routes, methods of transportation and seizures. On the demand side, the report focuses on global trends, the extent of drug abuse, drug abuse among youth and prison populations, modes of intake and costs and the consequences of drug abuse. Comprehensive statistical tables, presented for multiple years, will greatly facilitate comparative studies.
