Previous auditing work on widespread improper premium class travel at the Dept. of Defense & the Dept. of State have led to concerns as to whether similar improper travel exists in the rest of the fed. gov¿t. The author was asked to: (1) determine the magnitude of premium class travel governmentwide & the extent such travel was improper; (2) identify internal control weaknesses that contributed to improper & abusive premium class travel; & (3) report on specific cases of improper & abusive premium class travel. Kutz analyzed bank data & performed statistical sampling to quantify the extent that premium class travel was improper. He also performed data mining, reviewed travel regulations, & interviewed agency officials. Includes recommendations. Charts

Fluorescent materials play a prominent role in the measurement of scientific phenomena. Photodegradation of fluorophores is a process that determines the accuracy and sensitivity of such measurements. Recently, illumination consisting of short pulses has been used to examine the decay of photochemical reaction products. However, the time resolved measurements are difficult to interpret since the photodegradation process usually involves multiple time scales. The frequency domain measurement technique discussed here looks at the frequency response of a fluorescent sample to a frequency modulate illuminating light. In the measurements described here, a focused laser beam is used to illuminate a sample of slowly flowing fluorescent solution. Illus.

The Small Bus. Admin. (SBA) 7(a) program provides loan guarantees to small bus. that cannot obtain credit in the conventional lending market. In FY 2006, the program assisted 80,000 bus. with loan guarantees of $14 billion. This report examines: (1) the program¿s purpose, based on its legislative history, and performance measures; (2) evidence of constraints, if any, affecting small bus. access to credit; (3) the types of small bus. served by 7(a) and conventional loans; and (4) differences in SBA¿s estimates and re-estimates of the program¿s credit subsidy costs. The author analyzed agency documents, studies on the small bus. lending market, and data on the character. of small bus. borrowers and loans. Includes recommendations. Charts.
