Another major issue is protection of significant archeological resources. Additional concerns are improving management efficiency, ensuring water purity and clarity, administering grazing permits, and providing for or restricting utility crossings. Visitor use and park resources at the recreation area are managed by the National Park Service under a 1965 agreement with the International Boundary and Water Commission, the agency that operates the dam and controls the water level in the reservoir.
