The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

This report summarizes the discussions held during the forty-fourth session of the General Fisheries Commission for the Mediterranean and the eleventh session of the Committee on Administration and Finance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. The Commission adopted 21 binding recommendations and 14 resolutions dealing with fisheries management and conservation, aquaculture, compliance, vessel monitoring and the fight against illegal, unreported and unregulated fishing as well as the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea. Moreover, the Commission reviewed issues related to its functioning and to the mandate of the GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2022 as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also renewed the GFCM Bureau as well as the mandates of the Bureaus of the Scientific Advisory Committee on Fisheries, the Scientific Advisory Committee on Aquaculture and the Working Group on the Black Sea, and endorsed the new Bureaus of the Compliance Committee and the Committee on Administration and Finance.

This third edition of the State of Mediterranean and Black Sea Fisheries provides a comprehensive overview of the status of fisheries in the region, looking at their main features and trends, in order to better inform their management and better examine current and future challenges that they will face in the near future. The aim of this report is to produce a document that could provide useful analysis and direction for decision-making and future action. In this respect, this publication also represents a convenient source of information for the FAO Committee on Fisheries and offers a practical complement to the data provided in the State of World Fisheries and Aquaculture published by the FAO Fisheries and Aquaculture Department. The 2018 edition of The State of World Fisheries and Aquaculture emphasizes the sector’s role in achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, and measurement of progress towards these goals. Potentially harmful contact between fisheries and marine vulnerable species represents a global conservation issue and efforts to mitigate the negative repercussions of these interactions belong in strategies for ensuring the sustainability of fisheries. This literature review offers a survey of mitigation measures and techniques that have been developed and tested around the world, aiming to address both the incidental catch of highly mobile species – specifically, cetaceans, seabirds, sharks and rays, and sea turtles – and depredation caused by dolphins. Based on research detailed in over 300 documents, including peer-reviewed publications, reports from international organizations and papers available on the internet, most of the mitigation techniques illustrated are still under development, with only a few already adopted through legislation. The selected mitigation measures are grouped by main types of fishing gear – gillnets and trammel nets, longlines and lines, trawls, purse seines, traps and pots – and further subdivided according to which of the four main groups of vulnerable species – cetaceans, seabirds, sharks and rays, or sea turtles – they are designed to protect. Preventive and curative approaches covering both technical measures (gear modifications, strategies, as well as acoustic, visual, magnetic and chemosensory deterrents) and management measures are described.

This review reports on aquaculture development trends and challenges during 2000–2018 in the European Region covering 51 countries including European Union member states. Aquaculture production in the European Region is composed of marine molluscs and diadromous, marine and freshwater fish. It reached 3.4 million tonnes in 2018, while having a value of USD 16.6 billion. Atlantic salmon and rainbow trout combine to give nearly two million tonnes, with molluscs providing 0.7 million tonnes; marine fish species supplied 0.4 million tonnes and freshwater fish 0.3 million tonnes. In Europe, the strongest aquaculture growth has been seen in non-European Union states (e.g. Norway, Turkey, Russian Federation) while several European Union states have diminished production (e.g. France, Netherlands, Italy). The growth in value (5.8 percent) is higher than production (0.9 percent), which is now dominated by salmonids (nearly 60 percent), primarily Atlantic salmon. Mediterranean marine fish farming is mainly for gilthead seabream and European seabass. European cyprinid production in freshwater has increased slightly, where the Russian Federation, Czechia and Poland are the biggest producers. Mussels are the principal shellfish reared, led by Spain, followed by oysters in France and clams in Italy. While publicly quoted companies have led salmon development in Northern Europe, elsewhere aquaculture is done, with few exceptions, by SMEs and micro-enterprises. Mechanisms for financial support exist for aquaculture development throughout Europe but these have notnbeen matched by anticipated results. When unpredictable and time-consuming licensing procedures are combined with extreme competition for space and strict environmental regulations, both growth and investments are discouraged. Technology development focus has been given to structures appropriate for marine off-shore or ‘open ocean’ operation. The use of recirculating aquaculture systems (RAS) for large operations has also developed, both for hatcheries and for farms. Treatment for diseases and parasites remains problematic. Use of the same vaccines, veterinary treatments and disinfectants is not standardised, restricting the best health and welfare practices. Access to appropriate and efficient ingredients for formulated feeds remains a key issue for European fish farming, directly influencing productivity and profitability. The European Union is the world’s largest single market for seafood and the most important destination for European aquaculture production. With preferences declared for wild products vs. farmed, the habits of the European consumer have been studied, indicating evolving influences on purchase decisions. These include the use of additives, food miles, climate change, acceptance of manufacturing practices, cost and access as well as health benefits.

The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability. The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.
