Making cities more livable is one of the seven operational priorities under Strategy 2030 of the Asian Development Bank (ADB). ADB is committed to supporting efforts in making cities safe, inclusive, and sustainable urban centers. Prepared in collaboration with Tbilisi City Hall, this publication aims to help build cities' capacity in enhancing social inclusion and gender-responsiveness in residential developments. It supports three Sustainable Development Goals (SDGs)—achieving gender equality and empowering all women and girls (SDG 5); making cities and human settlements inclusive, safe, resilient, and sustainable (SDG 11); and promoting peaceful and inclusive societies for sustainable development (SDG 16).

The 2019 Gender Report is based on a monitoring framework first introduced in the 2016 Global Education Monitoring Report. In addition to focusing on gender parity in education participation, attainment and learning achievement, the framework examines broad social and economic contexts (gender norms and institutions) and key education system characteristics (laws and policies, teaching and learning practices, learning environments, and resources). The framework also looks at the relationship between education and selected social and economic outcomes. For instance, a move towards parity in education attainment may increase women's labour force participation rates, but low levels of labour force participation feed into existing norms and may constrain expansion of education opportunities for women. In the twenty-first century, gender-responsive budgeting (GRB) has emerged as a development tool that explores if and how gender equality goals and targets are being effectively supported through government funding. Gender-Responsive Budgeting in Practice: Lessons from Nigeria and Selected Developing Countries argues that, although justified by the high costs of gender inequality to economic growth and development, the use of GRB as a tool to achieve global and regional gender equality goals has seen little progress in the twenty-first century, especially in developing countries. Through analyses of government budgets and the budgeting process, and gender equality outcomes in Nigeria and the selected countries from 2000 to 2020, the contributors show that GRB has failed to gain traction or thrive in developing countries. Using these analyses, the contributors identify critical success factors that are missing in policy-making and planning in the developing world and must be integrated in order to further facilitate inclusive growth and sustainable development.
