Agricultural commercialization is often pursued as an important driver of agricultural transformation in low-income countries. However, the implications it can have on gendered outcomes are less understood. While agricultural commercialization creates opportunities to increase income, this may come at the expense of change in women’s decision-making agency and control over resources. Understanding the interactions between agricultural commercialization and gender outcomes is thus critical for policymakers aspiring to achieve agricultural transformation while promoting gender equity and the evidence on the links between the two in the context of Africa is scarce and mixed. We use three rounds of Ethiopia’s and Nigeria’s LSMS-ISA panel data to understand the implications of agricultural commercialization to gendered decision-making on crop harvest use, marketing, revenue control, asset ownership, and intrahousehold budget allocation. Results indicate commercialization is associated with decreases in women’s participation in decision-making related to use of harvest, crop marketing, and control over revenue in Ethiopia, but only on harvest use and control over revenue in Nigeria. The association with land ownership is mixed: positive in Ethiopia but negative in Nigeria. Moreover, commercialization is associated with decreases in women’s share of farm-workload but with increases in share of hired labor in Ethiopia. In Ethiopia we also find women’s control over revenue is positively associated with increases in per capita consumption expenditures and dietary diversity, but men’s control is negatively associated with increases in the share of expenditure on children’s shoes and clothes. In Nigeria, women’s control is positively associated with increases in the share of expenditure on women’s shoes and clothes, food gap, and dietary diversity. In sum, we find suggestive evidence that commercialization may further marginalize women’s decision-making agency in Ethiopia and Nigeria. However, conditional on women’s control over proceeds, commercialization tends to improve women’s as well as other members’ welfare. We provide some policy recommendations and directions for future research.

This volume explores agricultural commercialization from a gender equality and right to food perspective. Agricultural commercialization, involving not only the shift to selling crops and buying inputs but also the commodification of land and labour, has always been controversial. Strategies for commercialization have often reinforced and exacerbated inequalities, been blind to gender differences and given rise to violations of the human rights to food, land, work and social security. While there is a body of evidence to trace these developments globally, impacts vary considerably in local contexts. This book systematically considers these dynamics in two countries, Cambodia and Ghana. Profoundly different in terms of their history and location, they provide the basis for fruitful comparisons because they both transitioned to democracy in the early 1990s, made agricultural development a priority, and adopted orthodox policies of commercialization to develop the sector. Chapters illustrate how commercialization processes are gendered, highlighting distinctive gender, ethnic and class dynamics in rural Ghana and Cambodia and the different outcomes these generate. They also show the ways in which food cultures are changing and the often-problematic impact of these changes on the safety and quality of food. Specific policies and legal norms are examined, with chapters addressing the development and implementation of frameworks on the right to food and land administration. Overall, the volume brings into relief multiple dimensions shaping the outcomes of processes of commercialization, including gender orders, food cultures, policy translation, national and sub-national policies, corporate investments and programmes, and formal and informal legal norms. In doing so, it offers insight not only on our case countries, but also provides proposals to advance rights-based research on food security. The past decade has seen several African countries increasing their agricultural growth, a trend largely underpinned by increases in land area cultivated instead of productivity increases. Meanwhile, scholars debate whether Africa should pursue a strategy of large-scale or smallholder farms, paying little attention to a special group of smallholder farmers who have transitioned to become medium- and large-scale farmers. This study, therefore, begins to analyze this group of farmers, using qualitative data from in-depth interviews and focus group discussions in Ghana. We analyze their characteristics, ingredients of farm-size expansion, and commercialization. Numerous insights are gained and hypotheses formulated for future research. One important insight is that with the right attitude, exposure, and discipline, it is possible for smallholder farmers to increase their farm size and commercialize regardless of initial farm enterprise choice. However, to transition, initial farm size and farming system appear critical, with farmers in areas of low population density and flat topography more likely to acquire larger farming land. The transition, however, occurs gradually over 20 to 30 years, with mean annual land acquisition rates ranging from 0.3 to 24.3 acres per year. In the transition process, large- and medium-scale farmers are found to increase their use of modern farm inputs (such as fertilizer and high-yielding seed varieties) and agricultural technologies (such as tractors and processing machinery) and appear more productive than smallholder farmers. Additional quantitative analyses using representative survey data are, however, needed to substantiate the observed qualitative patterns and to further understand the trajectories of farm size expansion and the implications for agricultural productivity and commercialization.

The labor structure in sub-Saharan Africa is characterized by a high share of informal employment in the rural agricultural sector. The impact of COVID-19 on female employment may not appear to be large as the share of such employment is particularly high among women. Nevertheless, widespread income reduction was observed both in rural and urban households. This could worsen the opportunities for women as husbands’ control over the household resource is the norm. The paper also finds that rural children struggled to continue learning during school closures. Gender-sensitive policies are needed to narrow the gap during and post-pandemic.
