A small number of U.S.-flagged vessels and ships have been among those affected. As Somalia lacks a functioning government and is unable to repress piracy in its waters, the National Security Council developed an interagency Action Plan in December 2008 to prevent, disrupt, and prosecute piracy off the Horn of Africa in collaboration with international and industry partners. This report evaluated the extent to which U.S. agencies: (1) have implemented the plan, and any challenges they face in doing so; and (2) have collaborated with partners in counter-piracy efforts. Global hunger continues to worsen despite world leaders¿ 1996 pledge ¿ reaffirmed in 2000 and 2009 ¿ to halve hunger by 2015. To reverse this trend, in 2009 major donor countries pledged $22 billion in a 3-year commitment to agriculture and food security in developing countries, of which $3.5 billion is the U.S. share. The McGovern-Dole International Food for Education and ChildNutrition Program (MGD Program) provides donations of U.S.agricultural products and financial and technical assistance for school feeding programs in the developing world. With about $200 million in funding in fiscal year 2010, the MGD Program served about 5 million beneficiaries in 28 countries.
