The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. Past NATO enlargement helped create a Europe whole, free, and at peace, but future enlargement, should it occur, faces a hostile and militarily revitalized Russia. This report examines the military requirements and resulting budget costs of extending NATO’s Article 5 commitment to countries such as Ukraine, Georgia, or Bosnia-Herzegovina, which are actively seeking NATO membership, and Sweden and Finland, about which there has been analysis and speculation about membership. Costs to the United States range from $11 billion per year to defend Ukraine to half a billion dollars or less to defend Sweden. The project recommends that NATO incorporate force requirements and cost considerations into its future decisionmaking.

In crisis management operations, strategic errors can cost lives. Some international organizations (IOs) learn from these failures whereas others tend to repeat them. Given that they have high rates of turnover, how is it possible that any IO retains knowledge about the past? This book introduces an argument for how and why IOs develop institutional memory from their efforts to manage crises. Findings indicate that the design of an IO's learning infrastructure (e.g. lessons learned offices and databases) can inadvertently disincentivize IO elites from using it to share knowledge about strategic errors. Elites - high-level officials in IOs - perceive reporting to be a risky endeavour. In response, they develop institutional memory by creating and using informal processes, including transnational interpersonal networks, private documentation and conversations during crisis management exercises. The result is an institutional memory that is highly dependent on only a handful of individuals. The book draws on the author's interviews and a survey experiment with 120 NATO elites across four countries. Cases of NATO crisis management in Afghanistan, Libya and Ukraine further illustrate the development of institutional memory. Findings challenge existing research on organizational learning by suggesting that formal learning processes alone are insufficient for ensuring that learning happens. The book also offers recommendations to policymakers for strengthening the learning capacity of IOs.

Airpower remains the cornerstone of NATO’s military advantage, so maintaining the ability to win air superiority over peer opponents in a conflict is key to long-term deterrence stability in both Europe and the Pacific. This Whitehall Paper examines the various modernisation and future capability development efforts being undertaken within NATO, and analyses the major threat systems and overall modernisation trends of the West’s main peer-competitors – Russia and China. US airpower capability development efforts are increasingly focused on countering the growing challenge from the Chinese military in the Pacific. To meet this challenge, the Pentagon is planning to transform the way it operates across all domains over the next 15 years. New platforms, weapons systems and increasing automation of command and control threaten to leave NATO allies behind. Current acquisition and modernisation plans of European air forces may eventually close the capability gap with current US theatre entry standard capabilities, but by then the US will have leapt ahead once more. Furthermore, many of the airpower capabilities which the US is pursuing for the Pacific theatre are significantly less relevant for the demands of deterrence against Russia in Europe. Given continuing dependence on US enablers on the part of other NATO members, a significant divergence in capability plans threatens to undermine crucial Alliance interoperability if not recognised and managed early.

The Kremlin has sought to establish an exclusive Russian sphere of influence in the nations lying between Russia and the EU, from Georgia in 2008 to Ukraine in 2014 and Belarus in 2020. It has extended its control by means of military intervention, territorial annexation, economic pressure and covert activities. This book offers a comprehensive examination of the important security issue of tactical nuclear weapons in Europe. Nuclear nonproliferation and disarmament have returned to the top of the international political agenda.
