These explanatory notes relate to the Further Education and Training Act 2007 (ISBN 9780105425076) which received Royal Assent on 23 October 2007. The Act implements proposals contained in the White Paper 'Further education: raising skills, improving life chances' (2006, Cm 6768, ISBN 9780101676823). The Act is in four parts. Part 1 makes provision for restructuring the Learning and Skills Council for England (LSC), the principal public body charged with planning and funding further education provision. It also places new duties on the LSC in relation to encouraging diversity and increasing choice in education and training. Proposals in the Act extend the powers of the LSC to design, develop and operate support services for persons and bodies involved in education or training and for educational institutions. The Act also clarifies the power of the LSC to form and invest in companies. In part 2, the Act transfers the power to incorporate further education institutions and to dissolve further education corporations from the Secretary of State to the LSC, and gives LSC the power to intervene in certain circumstances. Part 3 deals with industrial training levies, and part 4 contains miscellaneous and general provisions. The Act basically extends only to England and Wales.
