Focusing on the issue of caring for the needy, the first of these ten reports discusses the charges of the political opposition that President Reagan's programs and policies are unfair to the needy and overly generous to the well-to-do. This same "unfairness issue" is elaborated in some aspects in other of the nine reports. They deal with hunger, the homeless, medical care, aid for the disabled, treatment of minorities and the elderly.
