Over the last forty years, the International Journal of Lifelong Education has become a global leader in the field of research on adult education and lifelong learning. Drawing extensively on articles published in the journal, scholars from Africa, Asia, North and South America, Australasia and Europe reflect in two volumes on how the field has evolved over four decades, and on the strengths and weaknesses of its contributions to knowledge. The second of two volumes, this book is based on a collective research project, carried out largely by members of the journal’s editorial advisory board, on what it has published over four decades. The introduction explains the origins development of the journal, the sometimes-passionate debates in the wider field, and the approach and concerns of those who conducted this research. Other chapters explore critical areas of debate (citizenship and its learning, learning and work, and widening participation and higher education); ‘political’ and ‘scientific’ dimensions in intergovernmental organisations’ policy work; inequality and lifelong education; opportunities and tensions created in universities by lifelong learning; and the development of studies of learning in later life since the 1980s. Two concluding chapters examine the influence of Paolo Freire and Jack Mezirow. This study is the first extensive attempt to chart the rise and fall of popular educational movements across Europe following the 1848 revolutions to their demise at the outbreak of World War Two. It examines in detail the relationships between the educational, political and social aspirations of the emergent nationalist, workers' and women's movements, and the challenge to traditional intellectuals and academic knowledge. Following the emergence of the bourgeois public sphere in the early modern period, popular educational movements were central to the pursuit of democratic civil societies and also fertile ground for innovatory subjects of knowledge and interdisciplinary study, which have frequently reshaped the academic curriculum. Radical forms flourished, ranging from civic educational leagues to folk high schools, workers' study circles, rationalist schools, Volksheims and university settlements that fed the demand for high-quality, socially relevant and politically charged education for adults. These stimulated radical social change, challenging the old empires and clerical domination. The study plots the cross-cultural influences at work and shows why some models were more palatable than others, drawing special attention to the rise of sociological positivism and anti-clericalism. It concludes by considering the contemporary global currents of renewal.

For the European Union, lifelong learning has become a means of achieving both competitiveness and social cohesion in an increasingly knowledge-based and globalised economy. Though the concept of lifelong learning is not new, it now coincides with a period of rapid EU expansion. The research project the book is based on examines how lifelong learning is understood and operationalised, especially in countries within the area of the EU's expansion. Europe, its policy-makers and peoples, need to know whether lifelong learning can contribute to the construction of a European identity - and if so, how. The research points to the importance of diverse national contexts, which suggests a single model of lifelong learning across the EU is unlikely to be achieved. While the EU may encourage a common policy, and this may generate significant national policy developments, these will be strongly influenced by national context: institutional, political, social, ideological. Many countries will continue - consciously or unconsciously - to "pick and choose" between different EU priorities.
