The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.

Since the Earth Summit of 1992, the concept of sustainable development has gained rapid interest in global policy debate—which incurs effective policy solutions in any forest management. Mangroves are coastal forests, commonly found in the tropics and subtropics, where they fulfil many necessary functions from the productive, protective, and social points of view. A large number of multidisciplinary actors ranging from international to local level are actively engaged with perceived issues concentrated on mangrove forest policies irrespective of any geographical location. Nonetheless, given their financial, technical, and expertise-related means, the active actors are expected to have a considerable degree of conflicts and competition showing formal and informal influences over policy issues. Moreover, by allocating financial means and sub-delegating authoritative power, actors at multiple jurisdictions may gain power and serve interests in mangrove governance. Hence, the study attempts to describe and explain the bureaucratic rivalry among the actors in mangrove forest policy and management at the meta-level. In doing so, the author employed the Sundarbans of Bangladesh — the world’s largest contiguous tract of mangrove forest – as an illustrative case in policy formulation and implementation.

This book offers information and insights into the potential of market and policy instruments in improving the state of the world's forests. It advocates the use of the concept of optimal mix of markets and policies as an approach to view the appropriate and operational roles of market and government in dealing with forestry issues. It does not offer a list of policy recommendations to be used as a general tool to combat the threats facing the world's forests. Obviously, the optimal mix of markets and policies must depend on the varying national and local conditions and, more specifically, on the level of development. The contents of this volume are organized in five Parts. Part I, Editorial Perspectives, briefly reviews the outline of the book and analyses the balanced use of markets and policies to support world forests towards sustainable forest management. Part II reviews changes and trends in society and environment outside the forest sector. After all, the evolution of forestry and forest industries is more dependent on these external changes than on changes internal to the sector. Two important aspects that may strongly affect the future of the forest sector are covered: the potential of wood biomass in replacing oil and the global freshwater outlook. Part III focuses on the importance of forests and is primarily aimed at those outside the forest sector.
